The Self-Perform Payroll Manager oversees all payroll functions for Riggs, the company's self-perform division, with a strong focus on union payroll administration and compliance. This role ensures accurate and timely payroll processing for both union and non-union employees while maintaining compliance with collective bargaining agreements, certified payroll requirements, and federal, state, and local regulations. The Payroll Manager partners closely with Operations, HR, and Project teams to support business needs and drive payroll accuracy and efficiency.

Responsibilities / Essential Functions
  • Manage weekly payroll processing for union and non-union employees, ensuring accuracy, compliance, and timeliness.
  • Maintain employee payroll records, including new hires, terminations, wage rates, deductions, union affiliations, fringe benefits, and tax updates.
  • Administer union payroll requirements, including deductions, dues, benefit contributions, reciprocity, and compliance with collective bargaining agreements.
  • Coordinate with Project Managers, Operations, and HR to support certified payroll reporting and prevailing wage compliance.
  • Process new hires through E-Verify and applicable state reporting systems.
  • Investigate and resolve payroll issues, including discrepancies, fringe calculations, missing hours, garnishments, tax issues, and paycheck corrections.
  • Maintain and update union pay tables, labor classifications, and prevailing wage rates.
  • Prepare and review certified payroll reports and support compliance reporting for projects.
  • File and reconcile federal, state, and local payroll taxes on a regular basis (weekly, monthly, quarterly, annual).
  • Ensure payroll compliance across multiple jurisdictions, including tax withholding, unemployment reporting, and reciprocity requirements.
  • Support internal and external audits related to payroll, certified payroll, union reporting, and tax compliance.
  • Process employment verifications and respond to payroll-related employee inquiries.
  • Coordinate payroll-related benefit deductions and contributions, including 401(k) and other programs.
  • Assist with administration of benefit programs, including 401(k), ESOP, and union fringe benefits.
  • Analyze labor rates and support project teams with labor cost tracking and workforce planning.
  • Maintain strong internal payroll controls and identify opportunities for process improvements.
  • Lead, train, and mentor payroll staff, fostering a collaborative, service-oriented team environment.
Key Skills
  • Strong knowledge of union payroll, prevailing wage laws, certified payroll reporting, and collective bargaining agreements.
  • Ability to manage multiple priorities in a fast-paced construction or self-perform environment.
  • High attention to detail with strong analytical and problem-solving skills.
  • Effective communication and collaboration across Payroll, HR, Operations, and Project teams.
  • Proactive, self-directed approach to identifying and resolving payroll issues.
  • High level of integrity and ability to handle confidential information.
  • Proficiency in payroll systems, Microsoft Excel, and reporting tools.
Required Experience
  • Bachelor's degree preferred.
  • 8+ years of payroll experience, including at least 3 years in a supervisory or management role.
  • Experience in the construction industry strongly preferred.
  • Experience with Sage 300 or CMiC preferred.
