Job Summary

The Loudoun County Department of Transportation and Capital Infrastructure (DTCI) is seeking an experienced, detail-oriented, and self-motivated Program Manager to lead the Transportation Planning team. The Program Manager-Transportation Planning is part of the Transportation Planning and Traffic Engineering division. This position's responsibilities include supervising planning and engineering staff and managing program activities related to short and long-range transportation planning, as well as data collection and warrant studies. The Transportation Planning team works closely with other County agencies such as the Department of Planning and Zoning, the Department of Building and Development, and County Administration.
Duties include, but are not limited to: * Plans, directs, and manages program operations through subordinate managers. * Ensure subordinate teams provide technical, administrative, and customer support to planning customers to ensure that all projects, including new developments and major renovation projects, are compliant with transportation regulatory requirements and needs. * Monitors and evaluates the progress of the program regarding meeting goals and adjusts objectives, workplans, schedules, and commitment of resources. * Coordinates and oversees the review of plans and construction on high-priority developments to ensure compliance with County laws, rules, and regulations. * Promotes customer-focused communication to improve customer service by obtaining feedback from internal and external stakeholders regarding their needs, assessing their satisfaction, and subsequently providing feedback * Ensures that subordinate staff respond promptly and proactively to requests for service and provide thorough, accurate, and current information to customers. * Mediates disagreements between and among program managers and County staff, consultants, and stakeholders to settle disputes concerning traffic engineering, planning, and development projects, operational problems or concerns, and makes the final decision in such matters. * Meet with high-level officials of various Federal, State, and County agencies, business industrial representatives, and community interest groups to present programs and projects of the Program that affect their well-being and/or to resolve situations or problems they have identified, and provide direction and guidance to the team managers to ensure their reporting requirements are uniformly completed, and budget requirements meet Agency requirements, Virginia, and Federal government regulators. Sets the goals, objectives, and priorities for the Program and identifies short-term and long-term staffing needs to ensure effective program implementation. * Provides full technical review of the work and makes changes to the organization of work assignments or functions to positions to improve workflow. * Provides leadership, technical, and administrative supervision over subordinate staff who carry out the mission of Transportation Planning. * Managing the transportation referral program for land development applications. * Coordinate the Preliminary Design Review Meeting Program
We are seeking an individual with: * Strong project management and leadership skills. * Ability to perform analytical research. * Prior experience presenting findings to the public and elected officials. * Ability to provide prompt and effective customer service to various stakeholders. * Excellent verbal and written communication skills and have prior public speaking experience. * Ability to reason and solve problems in a collaborative manner. * Ability to manage multiple time-sensitive tasks in a fast-paced work environment.
This position is eligible for partial telework in accordance with County and Department Policies.
Flexible scheduling is also available to address required meeting attendance outside of normal business hours.
Hiring salary is commensurate with experience.

Minimum Qualifications

Master's degree in field related to assigned area, such as Planning, Public Administration, Public Policy, Engineering or related field; four (4) years of related, progressively responsible work experience; or equivalent combination of education and experience.

Job Contingencies and Special Requirements
-
The position requires occasional attendance at meetings outside normal business hours to present information to the Board of Supervisors and/or other stakeholder groups.
A valid driver's license is required.
