Job Title: Business Analyst

Location(s): Richmond, VA

Job Summary:
Seeking a senior-level Business Analyst with strong Agile and SDLC experience to support enterprise initiatives within a government transportation environment. The role requires deep stakeholder engagement, requirements gathering, process modeling, backlog management, UAT coordination, and strong SQL/data analysis skills. Candidates must have prior transportation agency experience and be comfortable working onsite in Richmond, VA.

Key Responsibilities:

• Act as liaison between business stakeholders and technical teams.
• Gather, analyze, and document business and system requirements.
• Create Epics, Features, User Stories, and Acceptance Criteria.
• Manage and prioritize Product/Sprint backlogs.
• Conduct Root Cause Analysis and process improvement activities.
• Develop BPMN 2.0 process flows, context diagrams, and data flow diagrams.
• Support Agile Scrum ceremonies and SDLC processes.
• Perform QA/UAT coordination, regression testing, and validation.
• Work with reporting systems, data warehouses, operational data stores, and data marts.
• Collaborate with Product Owners, Project Managers, Scrum Masters, and development teams.

Required Skills:

• 8+ years of business/systems analysis experience.
• 5+ years as an Agile Business Analyst.
• Strong Scrum methodology knowledge.
• Experience maintaining Product and Sprint backlogs.
• Expertise writing User Stories and Acceptance Criteria.
• BPMN 2.0 experience.
• Advanced SQL querying and database analysis skills.
• Experience with Azure DevOps and/or Jira.
• Strong communication and stakeholder management skills.
• Expertise with Microsoft Office Suite and Visio.

Preferred Certifications:

• CBAP.
• PMI-PBA.
• PMI-ACP.

Preferred Tools/Technologies:

• Azure DevOps.
• Jira.
• Selenium.
• Cucumber.
• TestComplete.

Candidate Requirements:

• Must physically reside in the US during assignment.
• Must be able to work onsite in Richmond, VA.
• Local Virginia candidates strongly preferred.
• Prior transportation agency experience is required.
