Position Summary

KES is currently seeking a C4I Systems Test Specialist II to support the maintenance, troubleshooting, repair, testing, and operational support of Navy Command, Control, Communications, Computers, Combat Systems, and Intelligence (C4I) and Tactical Data Link (TDL) systems. This position supports electronic Data Link equipment across shipboard, shore-based, aircraft-support, lab-based, and operational test environments.

The C4I Systems Test Specialist II will perform troubleshooting, alignments, adjustments, corrective maintenance, preventive maintenance, software loading, and system verification on electronic Data Link equipment and associated command-and-control systems. Supported systems may include AN/USQ-125, AN/URC-107, AN/URC-141, MK-162 Ship Gridlock System, Command and Control Processor System (C2PS), Joint Tactical Information Distribution System (JTIDS), Data Link Terminal Set (DLTS), and related Tactical Data Link equipment.

The role requires strong electronics troubleshooting ability, familiarity with digital communications and Tactical Data Link systems, and the ability to interpret technical manuals, schematics, wiring diagrams, system drawings, cutsheets, Interface Control Documents (ICDs), and test procedures. The technician will also support cable builds, circuit card soldering, power supply troubleshooting, radio equipment setup for TDL operations, System Operational Verification Tests (SOVTs), software and hardware validation, on-board technical assistance, distance support, and operational readiness activities for Navy C4I and TDL systems.


Responsibilities


  • Perform maintenance, troubleshooting, alignment, adjustment, testing, repair, and operational support for electronic Data Link equipment and related C4I systems.
  • Support Data Link systems and equipment such as AN/USQ-125, AN/URC-107, AN/URC-141, MK-162 Ship Gridlock System, Command and Control Processor System (C2PS), Joint Tactical Information Distribution System (JTIDS), Data Link Terminal Set (DLTS), and related Tactical Data Link equipment.
  • Troubleshoot system faults involving terminals, circuit cards, power supplies, cabling, connectors, antenna paths, Radio Frequency (RF) paths, timing sources, software loads, configuration, and command-and-control interfaces.
  • Perform cable builds, cable tracing, connector repairs, cable validation, and installation support in accordance with drawings, schematics, wiring diagrams, cutsheets, Interface Control Documents (ICDs), technical manuals, and approved procedures.
  • Perform soldering, circuit card component support, circuit card inspection, connector repair, and hardware troubleshooting to support corrective maintenance and system restoration.
  • Perform software loading, system initialization, configuration verification, and troubleshooting on Command and Control Processor Systems and related Data Link support equipment.
  • Troubleshoot power supply systems, verify power input and output, identify power-related faults, and determine whether failures are caused by power, cabling, equipment, configuration, or environmental conditions.
  • Set up, configure, and support radio equipment for Tactical Data Link operations, including verification of power, cabling, RF paths, antenna connections, signal presence, and operational readiness.
  • Conduct System Operational Verification Tests (SOVTs), software testing, hardware validation, system checkouts, readiness checks, and operational testing to confirm system performance, connectivity, and interoperability.
  • Use digital multimeters, oscilloscopes, spectrum analyzers, network analyzers, Keysight FieldFox, and other specialized test equipment to isolate faults, validate repairs, and confirm system performance.
  • Provide on-board technical assistance (OBTA), distance support, fault isolation, corrective maintenance, preventive maintenance, and operational troubleshooting for lab, shipboard, shore-based, deployed, and test environments.
  • Document troubleshooting actions, cable changes, equipment swaps, software loads, test results, corrective maintenance, and configuration changes so follow-on technicians and engineers can clearly understand the work performed.



Required Knowledge, Skills, & Abilities

Education/Licensure/Credentials

Required:


  • Bachelor's degree in a related field such as electronics engineering technology, electrical engineering, electrical technology, computer engineering, computer science, information systems, telecommunications, communications systems, or a closely related technical discipline


OR


  • Equivalent specialized knowledge customarily acquired through a combination of military training, formal technical instruction, certifications, and substantial progressively responsible practical experience performing work of comparable scope, complexity, and independent judgment
  • This position requires an existing U.S. Government DoD granted security clearance/eligibility at the final Secret level. Individuals must be able to maintain the necessary security clearance/eligibility for continued employment. U.S. Citizenship is required.



Experience

Required:


  • Minimum 3 to 5 years of experience as a qualified Electronics Technician or equivalent military, DoD, shipboard, shore-based, lab, test, or communications systems technician.
  • Background supporting electronic Data Link, C4I, RF communications, command-and-control, or related military communications systems.
  • Familiarity with Navy Data Link or related communications equipment, including AN/USQ-125, AN/URC-107, AN/URC-141, MK-162 Ship Gridlock System, Command and Control Processor System (C2PS), Joint Tactical Information Distribution System (JTIDS), Data Link Terminal Set (DLTS), or comparable systems.
  • Demonstrated ability to troubleshoot electronic systems using technical documentation, test equipment, system knowledge, and fault-isolation procedures.
  • Working knowledge of cable fabrication, connector repair, soldering, circuit card support, equipment setup, software loading, system initialization, power supply troubleshooting, and maintenance verification.
  • Working knowledge of electronic and RF test equipment, including digital multimeters, oscilloscopes, spectrum analyzers, network analyzers, Keysight FieldFox, or comparable diagnostic tools.
  • Ability to read, interpret, and apply technical manuals, schematics, wiring diagrams, system drawings, cutsheets, Interface Control Documents (ICDs), maintenance procedures, test procedures, and military technical documentation.
  • Understanding of system checkouts, readiness checks, System Operational Verification Tests (SOVTs), software testing, hardware validation, corrective maintenance, preventive maintenance, and operational test preparation.
  • Ability to communicate technical issues, troubleshooting status, corrective actions, risks, and recommendations clearly to technicians, engineers, government personnel, customers, and operational users.
