Reporting to the Senior Vice President - Finance/Chief Financial Officer, UCSF Health (UCSF CFO) with a matrix relationship to the President, UCSF Health Affiliates Network the Chief Financial Officer (CFO), UCSF Health Network, is a senior executive responsible for leading the financial strategy, planning, and performance management of the UCSF Health Network. The Network encompasses UCSF Health's community hospitals, ambulatory sites, the Physician Foundation, and a growing portfolio of affiliate partnerships - representing a diverse and rapidly evolving operational and financial portfolio. The CFO serves as the principal financial leader for the Network President and a core member of the Network's senior leadership team.

A defining priority of this role is to instill a culture of financial excellence and discipline across the Network - one that is inextricably linked to the delivery of exceptional patient outcomes and the activation of strategic investments that advance the Network's mission. The CFO will ensure that every dollar is deployed with precision and purpose: protecting the quality and safety of patient care, rewarding high-performing clinical and operational teams, and generating the margin necessary to reinvest in the people, programs, and infrastructure that will define the Network's next chapter.

As a core member of the UCSF Health Network senior leadership team, the CFO will translate financial performance into organizational momentum - serving as a trusted strategic partner to the Network and UCSF Finance teams. This leader will ensure that financial goals and operational realities are tightly aligned, that performance is transparent and accountable at every level of the organization, and that the Network is positioned to grow with financial confidence and sustainable strength.

FINANCE STRATEGY Leads executives in establishing strategy and objectives for improving Affiliates Network financial performance. Directs large, multi-dimensional initiatives collaborating across entities and departments. Directs and leads the development of complex business intelligence solutions to identify and analyze trends and business opportunities across operational and clinical areas. Provides expert direction in financial analysis, modeling and long-range forecasting.

  • Collaborates with senior management to establish the strategic plans and objectives for healthcare decision support.

  • Manages large, multi-dimensional projects and ensures the quality, effectiveness, and financial soundness of new programs and initiatives.

  • Provides proactive guidance regarding financial trends, management of assets and investment of resources.

  • Evaluates new programs that leverage research to enhance clinical care. Provides sound financial guidance regarding business development opportunities and investments.

  • Ensures strategic financial plan reflects the anticipated capital and operating requirements of the Affiliates Network strategy, and documents the ability to afford the investments required to make the strategy a reality.

FINANCIAL PLANNING - OPERATING AND CAPITAL BUDGET, STRATEGIC PLAN

Frequently interacts with executives participating in health system financial leadership. Advises, influences and persuades senior leaders. Participates in development of health system vision and long-term strategic goals.

Responsible for delivery of overall budget and financial plan for the Network Business Unit:

  • Prepare annual operating capital budget and specialty budgets.
  • Prepare financial planning.
  • Achieve sustained financial performance sufficient to provide the capital to renew the existing equipment and facilities, invest in new technologies, and ultimately rebuild hospital facilities compliant with seismic standards and state of the art facility standards.

  • Drives efficiency and profitability through effective partnering and conducting of ongoing financial analysis and the delivery of timely and accurate reporting and financial tools to operational leaders.

  • Determines gaps and advocates for new processes, tools and systems to best meet current and future needs. Monitors and ensures that best practices, advanced metrics, and required business analytical tools are in place.

  • Collaborates with leadership on staffing models, best practices, benchmarking, etc. and coordinates and provides operational performance information in support of department evaluation and management of department performance in order to deliver organizational and department financial targets.

  • Monitors and reviews payer mix and collection performance.

  • Assumes responsibility for the Network Business Unit's operating budget, the associated financial management work of operational numbers, labor productivity monitoring and operational benchmarking.

As a member of the senior management team, undertake leadership of significant initiatives that transcend financial responsibilities.

  • Engages in a wide variety of issues, including relationship development, implementation of partnership objectives and vision, business plans, oversight of financial management and best practice sharing between UCSF Health and affiliate organizations, and provides assistance to ensure successful network development affiliations/joint ventures/acquisitions and affiliate integration.

  • Negotiation and execution of significant contracts and agreements with outside parties.

  • Manage, plan and direct the team activities so that tasks are well planned, resources are effectively used, and that team progress and status is clearly communicated within the team, or to other related teams.

  • Bachelor's degree in related area and / or equivalent experience / training.
