About the Role

AVIAN is seeking a Senior Acquisition Specialist / Management Analyst to provide acquisition and program management support to Department of Defense and Department of the Navy programs. This position supports acquisition planning, execution, and lifecycle management activities, ensuring compliance with DoD and SECNAV 5000 series policies and guidance.

The selected candidate will support program milestone documentation, acquisition reporting tools, and development of key acquisition and contract documentation. This role requires close collaboration with Government leadership and program stakeholders across all phases of the acquisition lifecycle.

This is a high-visibility role supporting complex Electronic Warfare (EW) technology development efforts within a fast-paced acquisition environment.



Responsibilities

Responsibilities
    Provide acquisition and program management support across all phases of the program lifecycle
  • Support development and staffing of program milestone documentation in accordance with DoD and SECNAV 5000 series guidance
  • Assist with program digital reporting tools including Defense Acquisition Visibility Environment (DAVE), Qlik Sense Enterprise, RDA Information System (RDAIS), and Procurement Management Tool (PMT)
  • Support development of acquisition documentation including:
    • Acquisition Plans (AP)
    • Acquisition Strategies (AS)
    • Acquisition Program Baselines (APB)
    • Procurement Initiation Documents (PID)
    • Statements of Work (SOW)
    • Funding documentation
    • Contract Data Requirements Lists (CDRLs)
  • Assess program procedures, documentation, and practices for compliance with acquisition guidance and mission requirements
  • Support acquisition planning, execution tracking, and program reporting activities
  • Prepare and coordinate briefing materials, reports, correspondence, and decision support documentation
  • Participate in program reviews, technical interchange meetings, and acquisition boards
  • Provide analysis and recommendations to Government leadership regarding acquisition strategy and program execution
  • Coordinate with cross-functional teams including engineering, contracting, logistics, and financial management


Qualifications

Required Education

Master's degree (MA/MS) from an accredited college or university

Required Experience
  • Minimum of 10 years of experience performing acquisition and program management support functions
  • At least five (5) years of experience managing or supporting Electronic Warfare (EW) technology development programs
  • Demonstrated experience supporting DoD acquisition lifecycle management
  • Experience developing acquisition documentation and milestone packages
  • Experience supporting program reviews and acquisition decision events
Desired Experience
  • Experience supporting NAVAIR programs
  • Experience supporting PMA offices or Naval Aviation acquisition programs
  • Experience with DAVE, Qlik Sense Enterprise, RDAIS, and PMT
  • Experience supporting ACAT programs or major capability development efforts
  • Experience supporting technology development and rapid prototyping programs
Desired Skills
  • Strong understanding of DoD 5000 acquisition framework
  • Knowledge of Navy/SECNAV acquisition policies and procedures
  • Excellent written and verbal communication skills
  • Ability to work independently and in team environments
  • Strong organizational and analytical skills
  • Ability to manage multiple priorities in fast-paced environment
  • Proficiency in Microsoft Office Suite
  • Must be able to obtain and maintain a Department of Defense security clearance.
  • Due to the sensitivity of customer-related requirements, U.S. Citizenship is required.
  • Salary range: $135,000 - $165,000 (The offered rate will be based on the selected candidate's knowledge, skills, abilities, and/or experience and in consideration of internal parity.)
