Role Summary


The Senior Contracts & Compliance Manager leads contract development, execution, and compliance for Calumet and Montana Renewables, LLC (MRL) at the Great Falls, MT site, ensuring alignment with Department of Energy (DOE) Loan Guarantee Agreement (LGA) Phase 2 requirements and Inflation Reduction Act (IRA) 45Z tax credit provisions. The role partners closely with project leadership, legal, procurement, contractors, and consultants to manage contracts, reporting, audits, and compliance activities supporting capital projects, maintenance, and turnarounds.



Key Responsibilities



  • Lead negotiation, execution, and management of Phase 2 LGA contracts (EPC, procurement, construction, consulting, NDAs, licensors).
  • Ensure DOE LGA, IRA 45Z, Davis-Bacon, and related flow-down requirements are incorporated into all contracts and purchase orders.
  • Coordinate and manage procurement, compliance, KPIs, audits, POs and reporting for LGA Phase 2 execution.
  • Support DOE, senior management, and tax credit compliance reporting (monthly, quarterly, annual).
  • Lead all contractual matters, including contract compliance, change management, and claim mitigation strategies. Responsibilities include analyzing the basis and extent of change, tracking claims, monitoring progress, claims resolution, and disputes, working with project controls personnel on these items.
  • Manage Conditions Precedent (CPs), contract changes, claims, dispute mitigation, and risk management.
  • Work with contractors on labor compliance, certified payrolls, wage determinations, and work classification for 45Z.
  • Serve as primary liaison with legal, consultants, vendors, and DOE agencies.
  • Establish compliant workflows and procedures; provide training and guidance to site teams.
  • Support audits and provide regular updates to senior leadership and stakeholders.



Required Qualifications



  • Bachelor's degree in business, engineering, or related field; advanced degree/certifications preferred.
  • 7+ years of experience in contracts and procurement for major capital projects and turnarounds in oil, gas, or chemical industries.
  • Strong knowledge of DOE LGA requirements, EPC contracts, IRA 45Z, and Davis-Bacon/DBRA compliance.


  • Remote position with up to 45% travel a year, be onsite in Montana 1 - 1 weeks a month minimum, with up to 3 weeks on site during project / turnaround execution. Must be able to travel to the site, various engineering and vendor sites for meetings, audits and site visits including working in an operating plant for interfacing with operations. Maintenance and construction contractors at times of turnarounds and planned outages.


  • Proficient in Microsoft Office and collaboration tools.
  • Strong leadership, communication, organization, and risk management skills.
  • Demonstrated commitment to safety, ethics, and operational excellence.



Work Environment



  • Regular interaction with operating plants, construction sites, contractors, and vendors.
  • This position may involve traveling and interfacing with engineering contractors and vendors at home offices and facilities and may involve assignments for extended periods of time at those locations.
  • Must be able to navigate construction environments and wear appropriate PPE when necessary.
