THE POSITION

Do you have a sharp eye for financial detail and a passion for public service? The Department of Human Services (DHS), Bureau of Child Support Enforcement (BCSE), is excited to welcome a highly motivated professional who possesses strong analytical and communication skills to join the Program Compliance Section as an Audit Specialist 1. This is a fulfilling opportunity to assist in ensuring for the operational integrity and efficient management of federal funds issued by the BCSE to the Domestic Relations Sections (DRSs) within each county across the Commonwealth. DESCRIPTION OF WORK

As an Audit Specialist 1, you will be responsible for conducting reviews, comprehensive evaluations, and financial or performative audits of the Domestic Relations Sections in all 65 counties, State Collection and Disbursement Unit, Special Improvement Project funds, Employment and Training programs, Pennsylvania Financial Institution Data Match Program, and Access and Visitation Programs.

The purpose of the audits is to review, analyze, and evaluate the expenditure of federal funds administered by the BCSE to the DRSs to ensure the effective and efficient management of Title IV-D funds in accordance with federal statute and regulations, state statutes, BCSE policy, the Title IV-D Cooperative Agreement and established practices.

Within this role, you will participate in the planning and preparation of various audits, in addition to working with a team to conduct on-site audits. You will select audit samples, based on assessed risk, which are non-biased and representative of the universe. You will communicate with the Auditor in Charge (AIC), Audit Specialist 3 (AS3) and the Audit Manager about all aspects of each audit, as well as perform other duties involving in-office audit work.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with a 60-minute lunch.
    • Work hours may be negotiable after completion of the probationary period.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week, after successful completion of the probationary period. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Financial Programs Trainee (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Successful completion of the Commonwealth's Accounting Intern Program within the previous eighteen (18) months; or
  • A Bachelor's Degree including or supplemented by eighteen (18) credits in accounting, and auditing; or
  • Any equivalent combination of experience and training which included the required eighteen (18) credits in accounting and auditing.
  • Applicants will be considered to have met the educational requirements once they are within 3 months of graduating with a qualifying degree/credits.

Other Requirements:

  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
