The Senior Analyst, Regulatory Affairs, Commercial, will be responsible for the research, analysis, and execution of regulatory strategy and RTO/ISO Compliance for the AES Clean Energy Commercial team within the Renewables Strategic Business Unit. The Senior Analyst will be responsible for tracking and facilitating compliance with RTO/ISO rules. In addition, the Analyst will be responsible for leading regulatory policy research and supporting and aligning AES business units' approach to energy market matters, including but not limited to Capacity and Energy Markets, Ancillary Services, Capacity Accreditation; ELCC Methodologies, and Resource Adequacy. As a member of the Commercial team, the Analyst will directly support the development and deployment of customer solutions and market strategies. Principle Responsibilities:
Track regulatory requirements and act as a strategic partner with other internal stakeholders, including Market Operations, Legal, and the NERC Compliance team to ensure that AES meets its RTO/ISO compliance obligations. Attend, or monitor through consultants and trade associations: (1) ISO/RTO stakeholder meetings, (2) meetings for relevant federal and state commissions, and (3) industry trade group meetings. Review and disseminate information from these meetings to Commercial, Development, Government Affairs, Legal, and other groups within AES. Garner industry support for desired positions through participation in industry proceedings, both through the written comment process and through negotiation. Coordinate meetings with internal stakeholders within US Renewables, and other AES business units, to garner input and aid the development of recommended policy positions. Contribute to the drafting of comments for stakeholder processes and regulatory filings. Support coordination of internal feedback and edits and develop processes to facilitate consistent engagement. Research and analyze market and tariff-related questions related to advancing project development, customer relationships, and commercial growth. Help develop novel commercial structures by leveraging insights based on deep understanding of the AES generation portfolio, region-specific market rules, and the regulatory landscape. Work with AES Communications to identify opportunities for thought leadership. Some travel may be required (likely not to exceed once per month).
Requirements:
Bachelor's degree required. Master's Degree preferred. 2 to 5 years relevant experience working in regulatory compliance, regulatory affairs, energy policy, RTO/ISO market design, market rate analysis, and/or transmission development. Strong preference for experience at a state or federal commission or with a load serving entity. Experience in analyzing and communicating policy. Effective at communicating complex issues and information to diverse audiences, both verbally and in writing A team player, equally comfortable leading or following, as needed, to achieve desired outcomes Flexibility to adapt advocacy strategy to succeed in dynamic market environments Unquestionable ethics and integrity Microsoft Office skills
