Job Description Summary:

The Subcontracts Supervisor works with the Director of Subcontracts performing the full range of procurement and subcontract lifecycle activities. This position is responsible for a small team of Subcontracts Analyst and Sr. Subcontracts Analysts as well as the execution of subcontract solicitations, analysis, creation, negotiation, award, and post award responsibilities for Draper's defense contracts.

Job Description:

Duties/Responsibilities

  • Train and lead a small team of subcontracting professionals in performing subcontract management functions in support of government and commercial contracts.

  • Support various audits to include, but not limited to, DCMA Contractor Purchasing System Review (CPSR), Uniform Guidance audit as well as other internal audits.

  • Solicit subcontractors, supporting various award types and take a lead role on fact finding, proposal analysis and risk assessment.

  • Support project teams with business winning and proposal efforts.

  • Manage tactical and strategic aspects of subcontract relationship, which includes interface with technical and contract organizations, such as Program Management, Program Office, and Contracts.

  • Issue modifications, solicit Engineering Change Proposals (ECP), issue Stop Work Orders and review Prime Contract modifications to include relevant changes in subcontract modifications.

  • Develop solutions to problems of unusual complexity that require a high degree of ingenuity, creativity, and innovation.

  • Assist with policy, procedure, and compliance updates.

  • Be the focal point for subcontractor performance. Includes: RFP generation, Review adequacy of requirements flow-down, delivery, payments, and all contractual terms; Purchase order Placement and maintenance; Subcontract performance monitoring and completion assessments.

  • Communicate clearly, strong writing skills, be proactive in a very fast paced environment, flexible, innovative, work with speed and agility yet be thorough, and drive tasks to completion.

Skills/Abilities

  • Ability to develop sound business cases and analyze large volumes of data.

  • Ability to successfully manage competing priorities, deadlines, and resolve contractual conflicts in a fast-paced environment.

  • Ability to take part in process and procedural improvement activates.

  • Experience creating, negotiating, and awarding Cost Reimbursement, Cost Plus Fixed Fee, and Firm Fixed Price Research and Development subcontracts.

  • Experience creating subcontracts based on Prime Contract terms and conditions including agency unique terms and conditions.

  • Proficient knowledge of legal concepts, FAR/DFARS regulation, government accounting principles, and compliance requirements related to procurement.

  • Experience interfacing with internal and external customers and all levels of management including willingness to interact directly with subcontractors and suppliers.

  • Experience soliciting, evaluating, and documenting cost and price proposals.

  • Experience with license agreements and long-term pricing agreements.

  • Proficiency with Microsoft Office products (Excel, Word, PowerPoint).

  • Ability to learn and effectively apply new tools, processes, and procedures.

  • Ability to travel domestically, if required.

Education

  • Requires a Bachelor's Degree in relevant field of study.

Experience

  • Requires 5-8 years of experience in subcontracts management, procurement, proposal price/cost analysis, strategic sourcing, and/or industry related areas.

  • 2 years of full-supervisory experience.

The US base salary range for this full-time position is

$100,000.00 - $275,000.00

Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Union ranges will be in compliance with the collective bargaining agreement's approved rates by location and role.
