The NYC Department of Transportation (NYCDOT) is seeking to hire an Administrative Management Auditor/Office Title: Director, Contracts & Program Development in DOT's ACCO Office. Under general direction with broad latitude for the exercise of independent initiative and judgment, will manage various procurements and programs of DOT divisions, assuring efficiency and compliance with Chapter 13 of the City Charter, the Procurement Policy Board (PPB), the requirements of the Minority and Women-Owned Business Enterprises (M/WBE) Development Program and other federal/state/city mandates. The ideal candidate must have worked in a fast-paced, large, complex agency and have experience in procurement and administration, planning and auditing of contracts that relate to implementation of major programs and initiatives by the Mayor and New York State. Perform responsible supervisory work, directing staff involved in procurement, administration, to promote efficiency and effectiveness of operations. Utilize PASSPort system for evaluation, analysis, auditing and approval of documents. Consult and advise ACCO and DOT staff on scope development, examination and audit of plans and requirements for various contracts, and related activities. Assist the ACCO management in making the final recommendation for the award and registration of contracts, in setting goals and schedules for projects, and overseeing development of various programs. Represent the ACCO and the agency at various meetings with Oversight agencies and auditors. Chair agency meetings with vendors and review and audit qualifications, ensuring they operate within contractual limits and set guidelines. Participate in entrance and/or exit conferences and other audit related meetings. Perform other functions as required by the ACCO management. In the temporary absence of the Deputy ACCO, performs the duties of the position, as delegated. Minimum Qualifications 1. A baccalaureate degree from an accredited college including or supplemented by 24 credits in accounting, including one course each in advanced accounting, auditing and cost accounting and five years of full-time experience in management auditing, EDP auditing, financial accounting and/or financial auditing, at least 18 months of which must have been in an administrative, managerial or executive capacity or in the supervision of several teams of auditors; or Preferred Skills
Relevant experience in management of contracts and procurements in public or private sector. Extensive knowledge of Procurement Policy Board (PPB) rules, Mayor's Office of Contract Services (MOCS) guidelines, and other relevant rules and regulations. Must have analytical skills.
