Business Requirements Specialist
Job Summary: The Business Requirements Specialist will support CISA's business and cybersecurity operations by leading the development, analysis, and validation of business and technical requirements that align with mission objectives. This role will review business and process improvement proposals to identify and document user stories, ensuring they clearly define capability gaps, mission value, and operational context. The Requirements Specialist will work closely with stakeholders to validate business and/or process requirements for clarity and completeness, facilitate collaboration across teams, and secure formal approvals while maintaining traceability throughout the lifecycle. The Business Requirements Specialist will ensure requirements are effectively managed and aligned to appropriate teams. The successful candidate will be experienced in leveraging Agile methodologies and Lean Portfolio Management practices, to drive efficiency, prioritization, and continuous process improvement, including maintaining and updating SOPs to reflect best practices. Additionally, the role will require coordination with team members' development of related data visualization and reporting solutions (e.g., Power BI dashboards) to enhance transparency, support information governance, and provide leadership with real-time insight into project progress, risks, and technical milestones.
Job Responsibilities:
- Review business and process improvement proposals to identify, define, and document workflows to include review of project proposals to identify and document epics and user stories that support program objectives.
- Elicit, analyze, and decompose business and technical requirements into actionable backlog items.
- Scrub and refine business requirement tickets to ensure each clearly defines the capability gap, mission value, and relevant operational and technical context.
- Align requirements to appropriate delivery teams as applicable.
- Collaborate with cross-functional stakeholders to validate requirements for clarity, completeness, and feasibility.
- Facilitate requirements workshops, backlog grooming sessions, and working groups to drive alignment and shared understanding.
- Obtain stakeholder sign-off and maintain end-to-end requirements traceability.
- Apply Agile methodologies and Lean Portfolio Management practices to prioritize work and optimize delivery.
- Support backlog prioritization, sprint planning, and portfolio alignment activities.
- Drive continuous improvement of requirements processes, workflows, and governance frameworks.
- Develop, maintain, and update Standard Operating Procedures (SOPs) and related documentation.
- Identify process inefficiencies and implement improvements to enhance quality, throughput, and stakeholder satisfaction.
- Promote standardization and consistency across requirements management practices.
- Support and coordinate the development of data visualization and reporting solutions (e.g., Power BI dashboards).
- Establish standardized reporting frameworks to provide real-time visibility into project progress, risks, issues, and technical milestones.
- Present findings and recommendations to technical and non-technical stakeholders to support strategic decision-making.
Required Qualifications:
- Bachelor's degree (BA/BS)
- 5+ years of experience in management consulting or project management
- Experience in IT, cybersecurity, or national security related field
- Experience in business analysis, system integration, or software development lifecycles (SDLC)
- Experience supporting multi-month projects, especially IT product management
- Experience using Jira, ServiceNow, MS Project, MS Planner or other similar project management tools
- Experience developing briefings, analyzing trends in large data sets, and providing recommendations on business processes and workflows
- Proficiency in information and collaboration technologies such as Microsoft Planner, Teams, PowerPoint, Excel and SharePoint to evaluate, create, store, and communicate information.
- Experience in facilitating discussions, presenting project status updates, and proposing solutions to senior company managers or government task leads.
- Ability to work in a fast-paced environment and manage multiple customers.
- Excellent oral and written communication/presentation skills.

- Ability to obtain a U.S. government public trust and/or security clearance, if required.
Desired Qualifications:
- Master's degree in a relevant field such as Business Management, Information Technology, or Organizational Management
- Current DHS or CISA Entry on Duty (EOD) status
- Experience in federal government consulting
- Experience or interest in cloud security
- PMP or other industry certification
Federal Contracts: This position involves working on federal contracts that require all workers on the contract to be U.S. Citizens. Additionally, some contracts may require the ability to obtain a security clearance.
Location: Arlington, VA (Hybrid)
Salary Range: $80K - $115K
