Champaign-Urbana Public Health District Director of Environmental Health The Champaign-Urbana Public Health District (CUPHD) is seeking a full-time (40-hour week) Director of Environmental Health. Under the direct supervision of the Public Health Administrator, the Director of Environmental Health develops, administers, coordinates and oversees a comprehensive range of environmental health programs and services. Must demonstrate thorough knowledge and practices of administrative and organizational leadership. Responsibilities include:
- Provides strategic direction and leadership for the division by anticipating and responding to evolving legislative, societal, and community needs through the development of progressive and innovative programs and services.
- In collaboration with Finance, directs, prepares and/or reviews the preparation and administration of the division's operating and capital budgets, and oversees the authorization and implementation of approved expenditures.
- Directs and approves the procurement, monitoring and evaluation of contracted services within the division per the District's Purchasing Policy.
- Responsible for implementation and oversight of the Subrecipient/Subcontractor Monitoring Policy.
- Directs the coordination, implementation and reporting activities of the division to secure and maintain federal and state funding, grants, and other resources.
- Directs the delivery of environmental health services, including certification and inspection activities that ensure public safety and address community needs.
- Develop and implements methods for the systematic review and evaluation of environmental health programs, and establishes new procedures as needed.
- Coordinates the negotiation of grants, contracts, services and budgets with State Health Officials, service providers and other agencies.
- Monitors federal and state administrative policies and legislative proposals for impact on the division.
- Directs the selection, supervision and evaluation of all supervisory, professional and support staff, and provides overall leadership and direction for the division.
- Public Health Emergency Response Responsibilities: All District employees must be prepared to respond to public health emergencies as needed. During an emergency response, Directors may be assigned to serve as Operations, Logistics, or Administration Section Chiefs by the Incident Commander. In some situations, a Director may also be delegated as the Incident Commander or Liaison Officer in addition to their regular duties.
- Performs other related duties as assigned.
Requirements and Qualifications
- Graduation from an accredited college or university with a bachelor's degree in environmental health or a closely related field, including at least 30 semester hours or 45 quarter hours in a physical or biological science.
- Licensed as an Environmental Health Practitioner, or holds an equivalent
license or registration recognized within the field of environmental health.
- Five (5) years of progressively responsible experience in budgeting, planning and program management in environmental health or a closely related field, including at least three (3) years in a supervisory role.
- A master's degree in public or business administration or a closely related field from an accredited college or university may substitute for two (2) years of the required experience listed in item 3 above. Possession of a master's degree does not eliminate the requirement for at three (3) years of supervisory experience
The expected starting salary is $103,589. The pay range for Class 12 Director of Environmental Health is $103,589 - $139,845 for a 40-hour week.
