Overview

LMI is seeking a skilled Plans Officer to work onsite at Scott Air Force Base in Illinois.

The Plans Officer will support the U.S. Transportation Command's (USTRANSCOM) mission as the Single Manager for Global Bulk Fuel Management and Delivery (GBFMD). The Plans Officer will lead the strategic coordination and integration of bulk fuel logistics into Combatant Command operational plans (OPLANs). This role is crucial for ensuring the alignment of strategic objectives with logistical capabilities, directly contributing to the effectiveness of DoD missions worldwide.

Responsibilities

    Strategic & Operational Planning:
  • Leads military planning and coordination for all Global Bulk Fuel-related matters between USTRANSCOM, its components, and Combatant Commands (CCMDs).
  • Collaborate with CCMD planners to develop, review, and integrate USTRANSCOM equities into operational plans (OPLANs) and contingency plans (CONPLANs).
  • Analysis & Decision Support:
  • Analyzes Time-Phased Force Deployment Data (TPFDD) and related planning documents to inform operational feasibility assessments and optimize resource allocation.
  • Identifies strategic trends and provides data-driven recommendations to senior leadership through statistical analysis, data visualization, and detailed reporting.
  • Exercises & Wargames:
  • Acts as the Global Bulk Fuel Management Division's primary representative for planning and execution support to USTRANSCOM and CCMD exercises and wargames.
  • Supports the development and facilitation of GBFMD governance boards, working groups, and training events.


Qualifications

Minimum Qualifications:

  • DoD SECRET Clearance with eligibility for TS/SCI
  • Bachelor's degree in computer science, Data Engineering, or a related field.
  • 5+ years of experience in a USTRANSCOM, CCMD, or Joint Staff / DoD headquarters-level staff.
  • Ability to travel within CONUS and OCONUS, approximately 10% of the time.

Preferred Qualifications:

  • Graduate of a joint professional military education (JPME) program or an advanced military planning course (e.g., School of Advanced Military Studies, Maritime Advanced Warfighting School).
  • Demonstrated experience with TPFDD analysis and the Joint Operation Planning Process (JOPP).
  • Proven ability to translate complex data into clear, actionable insights for senior leader decision-making.
  • Experience working with DoD, DLA, or USTRANSCOM.

Place of Performance: This position is required to be on-site at Scott AFB, Illinois.
