Modern Technology Solutions, Inc. (MTSI) is seeking an experienced Data Steward - Journeyman to provide Systems Engineering and Technical Assistance (SETA) services to U.S. Space Force (USSF) Operational Test & Training Infrastructure (OTTI) and their stakeholders out of Colorado Springs. The ideal candidate is a self-starter who will ensure secure and efficient data accessibility in multi-level classified environments, including Special Access Program (SAP) and Sensitive Compartmentalized Information (SCI), while maintaining strict compliance with applicable policies, regulations, and laws.
Your essential job functions will include but may not be limited to:
  • Understanding OTTI's core business and mission processes
  • Identifying, documenting, and analyzing customer data transfer requirements and specifications
  • Applying DoD Risk Management Framework (RMF) to assess security risks associated with data transfer solutions
  • Ensuring compliance with data classification and handling requirements
  • Developing and documenting data transfer processes
  • Identifying and implementing automated data transfer processes, including utilizing batch, real-time, and cloud capabilities
  • Implementing automated validation checks to ensure data transfer processes are compliant with applicable security controls prior to execution, based on the risk assessment
  • Assisting integrated project teams to identify, curate, and transfer data
  • Maintaining accurate records of all data transfers and authorizations
  • Performing secure data transfers between systems and multi-level security domains using approved methods, tools, and protocols, including manual transfers as necessary
  • Creating and tracking metrics to characterize usability, timeliness, completeness, and accuracy of data transfer for multiple users to use
  • Facilitating the onboarding of new data sources and ensuring data security policies are implemented appropriately
  • Setting up and executing processes to inspect data for anomalies and scan for malware, security threats, and policy violations, and addressing any issues found
  • Assisting integrated teams to identify, curate, and manage data through its transfer life cycle
  • Researching and adopting advancements in technologies to include Artificial Intelligence (AI) and machine learning for secure data transfer solutions
  • Understanding and applying laws, regulations, and policies related to AI, data security/privacy, and use of publicly procured data for government
  • Understanding computer networking concepts and protocols, and network security methodologies
  • Working with Software as Service (SaaS), Infrastructure as a Service (IaaS), and Platform as a Service (PaaS) cloud computing service models
  • Developing and applying data administration and data standardization policies
  • Acting as and following established DoD protocols as a courier
  • Reviewing feedback on customer satisfaction and internal service performance to foster continual improvement
Qualifications
Required Experience:
  • 5+ years of technical experience in data stewardship or data management
  • Familiarity with test and training program data requirements
  • Hands-on experience with cloud and containerization technologies
  • Hands on SAP experience in the past 5 years
  • Applying DoDI 8510.01 and RMF to data systems for risk assessments
  • Identifying and mitigating security risks to networks and data transfer systems
Desired Experience:
  • Experience supporting on-site government clients
  • Cloud security implementation experience
  • Familiarity with NSA COMSEC requirements and cloud security implementation
  • Proven ability to work well independently and collaboratively to deliver security data management solutions
  • Strong project management and oral and written communication skills
Education /Certification Requirements:
  • Bachelor's degree in Data Technology, Data Management, IT, or related technical field
  • Required: Security+ certification
  • Preferred: CISSP certification
Security Clearance Level Required:
  • Must be a U.S. Citizen
  • Top Secret, SCI eligible (CI Poly may be required)
  • SAP eligibility is HIGHLY desired
Location/Travel Requirements:
  • Place of work is Colorado Springs, CO
  • Remote work opportunity is limited
  • May require travel up to 20% of time within the United States.
The pay range for this position in is $xxx,xxx/year to $xxx,xxx/year; however, base pay offered may vary depending on established government contract ranges, job-related knowledge, skills, and experience, and other factors. MTSI also offers a full range of medical, financial, and other benefits, dependent on the position offered. Base pay information is based on market location.
