Job Description:

Dynamo Technologies LLC is seeking a highly motivated Contract Writing Specialist to join our team in support of the Defense Logistics Agency (DLA) Procurement Integrated Enterprise Environment (PIEE) Program Management Office (PMO). This critical role represents a convergence of deep DoD contracting expertise and technical systems leadership. You will serve as the bridge between complex procurement operations and the innovative technology solutions within our Electronic Contract Writing Module (ECWM).

In this capacity, you will apply your mastery of federal and defense acquisition regulations to both analyze requirements for new technical solutions and assess existing production issues, ensuring that all work aligns with procurement regulations and helps prioritize development efforts based on operational realities.

As a key member of the PMO support structure, you will be expected to contribute directly to the program's success. This includes providing expert input for strategic planning and roadmaps, briefing leadership on project status and risks, and participating actively in Integrated Project Teams (IPTs) to ensure all efforts are aligned with the mission. Your ability to analyze performance data and communicate complex information to diverse stakeholders will be critical.

Note: This is a fully remote role. Candidate must reside in the United States and have an active DoD Secret Clearance.

Duties/ Responsibilities



  • Subject Matter Expertise & Stakeholder Guidance: Serve as the definitive subject matter expert on DoD contracting processes and the Electronic Contract Writing Module (ECWM), providing expert guidance and clarification to stakeholders across the organization.
  • Business Process Analysis & Optimization: Analyze intricate DoD contracting workflows to identify areas for improvement and optimization. Collaborate with stakeholders to gather and define business requirements, documenting current and future-state process flows to create targeted solutions.
  • Requirements Translation & Development Liaison: Act as the critical bridge between business and technical teams by translating business requirements into clear technical specifications. Review these requirements with the development team, providing plain-language explanations to ensure they are understood and implemented correctly.
  • System Validation & Quality Assurance: Support the testing and validation of the ECWM and related systems to confirm they meet business needs and functional specifications. Provide expert guidance to the test team on developing test steps and defining acceptance criteria.
  • Compliance & Governance: Ensure all technical solutions and business processes strictly comply with applicable DoD regulations, federal policies, and data standards (PDS, PRDS).
  • Mission Alignment: Champion the broader mission of efficient and effective government procurement by ensuring all technical solutions are fit-for-purpose and directly support DoD contracting operations.


Required Skills/Abilities



  • The candidate must possess a minimum of five (5) years of professional experience demonstrating deep expertise in the federal acquisition lifecycle, with a strong preference for DoD-specific applications. This hands-on experience must be substantially equivalent to that of a mid-to-senior level federal contract specialist and include comprehensive management of the contract lifecycle, from the pre-award phase through closeout. Candidates must provide evidence of their ability to apply in-depth expert level knowledge to solve complex contracting challenges related to IT systems.
  • Demonstrated baseline technical understanding of complex systems, preferably acquired through hands-on experience.
  • Proven knowledge of Procurement Data Standard (PDS), Purchase Request Data Standard (PRDS), and associated business rules. Understanding of Procure-to-Pay (P2P) handshake integrations and their application. Demonstrated baseline technical understanding of complex systems, preferably acquired through hands-on experience.
  • Hands-on experience with electronic contracting systems (e.g., CON-IT, ECWM, PRISM, SPS/PD2, FPDS-NG, SAM).
  • Must be a US Citizen


Nice to Have Skills:



  • Professional Certification: Should hold a Defense Acquisition Workforce Improvement Act (DAWIA) in Contracting, Federal Acquisition Certification in Contracting (FAC-C), Certified Professional Contracts Manager (CPCM), or Certified Commercial Contracts Manager (CCCM).
  • Knowledge of Agile development methodologies and their application in Government environments.
  • Familiarity with data analytics tools and performance measurement frameworks.
  • The ability to quickly grasp and discuss fundamental information technology concepts. Possesses a natural curiosity and aptitude for understanding how technical systems support business processes, enabling productive dialogue across teams.


Education and Experience:



  • Bachelor's degree in business administration, Information Technology, or a related field.
  • Business Systems Analysis Experience: Five (5) years of relevant experience as a Business Analyst, Business Systems Analyst, or equivalent role, demonstrating the ability to bridge business needs with IT solutions.


Travel Requirement:



  • Contractor personnel shall not be reimbursed for local travel, which is defined as within a fifty (50) mile radius from the primary place of performance.
  • Potential for up to 10% travel

  • Secret Clearance


Salary:



  • 90-100k dependent upon experience and qualifications
