Summary
The AVP of Athletics is responsible for all facets of intercollegiate athletics and related programming and facilities.
The AVP develops related policies and procedures, supervises and evaluates the Athletic Center staff and coaches, and manages the operating budgets. In conjunction with the Development Office, the AVP develops and coordinates a fundraising plan and coordinates athletic scholarship disbursements. The AVP coordinates with the Capitol Program Administrator to develop and initiate athletics capital project plans. The AVP oversees youth camp regulatory compliance and attends practices and games of all HCC team sports throughout the academic year for observation and evaluation. The AVP represents the department on college committees and at meetings. The AVP attends Maryland JUCO Conference and Region XX meetings, and serves on committees during the academic year. The AVP serves as a member of the student services division which promotes student success retention and completion.
Essential Role Responsibilities

  • Ensure compliance with all rules, regulations, and policies of the National Junior College Athletic Association (NJCAA), Maryland JUCO Athletic Conference, Region XX, and Howard Community College.
  • Review and assess student-athlete eligibility in accordance with NJCAA, Maryland JUCO, Region XX, and institutional requirements.
  • Develop, monitor, and manage departmental budgets.
  • Coordinate and oversee fundraising activities that support athletic programs and indoor/outdoor athletic facilities.
  • Develop and initiate athletics-related capital project plans.
  • Establish partnerships with community and governmental athletic organizations and negotiate agreements that support and enhance the college's athletic programs.
  • Hire, supervise, and evaluate coaches and athletic program staff.
  • Hire, supervise, and evaluate full-time athletic facility staff.
  • Oversee the development and coordination of game schedules, practice schedules, officials, and event staff.
  • Manage and oversee content and updates for the athletics and facility webpages.
  • Supervise the development, implementation, and ongoing evaluation of athletic programs, training practices, equipment selection, and uniforms.
  • Coordinate recruitment and admissions processes for prospective student-athletes in accordance with institutional policies and procedures.
  • Collaborate with campus departments to support student development initiatives and services for student-athletes.
  • Work collaboratively with campus partners to develop initiatives aligned with student interests in athletics programming and facility usage.
  • Partner with Completion Services to develop and implement initiatives that support the academic success of student-athletes.
  • Develop and implement a marketing and public relations plan for athletics in collaboration with the Executive Director of Public Relations.
  • Represent the college at JUCO Conference, Region XX, and other local, state, or national athletic meetings and organizations.
  • Collaborate with Planning, Research and Organizational Development (PROD) to identify and track metrics related to student-athletes, athletic programming, and facility utilization.
  • Assist the Finance Department in preparing the annual Equity in Athletics Disclosure Act (EADA) report submitted to the federal government each October.
  • Assume coaching responsibilities when necessary.
  • Perform other duties as assigned.

Minimum Education Required Bachelor's degree
Experience Required 5
Preferred Experience

  • Bachelor's degree required; Master's degree preferred in Sports Management, Recreation, Physical Education, or a related field.
  • Minimum of five (5) years of related experience with demonstrated successful results.
  • Experience working in a college athletics environment (community college experience preferred), with preference given to candidates who have administrative and athletic department budget management experience.
  • Knowledge of National Junior College Athletic Association (NJCAA) intercollegiate athletics rules and regulations.
  • Experience in athletic facilities management.
  • Experience coordinating and developing fundraising activities to support athletic programs.
  • Demonstrated commitment to ethnic, racial, gender, and cultural diversity.
  • American Red Cross First Aid, CPR, and AED certification preferred (or ability to obtain upon hire).
  • Knowledge of athletic equipment and related operational needs.
  • Familiarity with college policies and emergency procedures, including campus closings and related protocols.
  • Proficiency with basic office and computer systems and software.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to maintain strict confidentiality.
  • Regular attendance is an essential requirement of this position.
  • Performs all duties with consideration of the college's sustainability initiatives, including environmental stewardship, social responsibility, and economic prosperity.


Physical Demand Summary

  • Work is performed in a combination of office, athletic facility, and outdoor environments.
  • Requires the ability to sit, stand, and walk for extended periods of time, particularly during athletic events and facility oversight.
  • Must be able to move throughout indoor and outdoor athletic facilities, including fields, courts, gymnasiums, and event spaces.
  • Occasional lifting, carrying, or moving equipment and materials up to approximately 25 pounds may be required.
  • Requires the ability to bend, reach, and climb stairs while inspecting facilities or assisting with event setup.
  • Ability to operate standard office equipment and computer systems for extended periods.
  • Must be able to work evenings, weekends, and extended hours during athletic seasons, competitions, and special events.
  • Ability to respond to emergency or safety situations related to athletic events or facilities.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
