Position Summary

The Senior Manager, Government Relations develops and guides the Bank's federal legislative, regulatory and member education activities through comprehensive lobbying and relationship building efforts. The employee will build and maintains relationships with elected representatives and their staff and enhances the Bank's opportunities to impact legislative decision making. The employee ensures the Bank's key strategic initiatives are addressed in Congressional review. They will manages the grassroots networks and maintains highly functional relationships among local stakeholders and influential third parties. Exercises the usual authority of a manager.

Primary Success Factors

  • Provide leadership of the Bank's In-District GR Program (the Public Policy Network (PPN)) to provide strategic vision and direction with a constant view to taking initiatives to position the Bank's in-district program to support achieving the Bank's policy goals.

  • Have a strong grasp of issues discussed at PPN events and in meetings with in-district stakeholders, such as: FHLBank Advances, Letters of Credit, Affordable Housing Program, Affordable Housing Grant, Banking on Business, Community Lending Program, First Front Door and other Bank products and services.

  • Schedule, manage and execute quality PPN events efficiently. This includes initiation of contact with congressional district offices to secure the elected official's attendance, develop the focus and theme of the event, serve as the point-person throughout the process for the elected official and their staff, develop invitation lists and agendas and coordinate the work of other departments in the bank to produce these events. Design these events to foster positive relationships with policy makers and PPN members to impact legislative outcomes that will benefit both the Bank as well as PPN members.

  • Build and maintain strong relationships with district congressional staff through regular communications, meetings, and bank-sponsored events. Remains current on congressional members' areas of interest and legislative items to facilitate relationship building and leverage use of relationships for future issues or concerns.

  • Lead the Bank's cross functional Strategic Partnership Initiative to identify key new stakeholder partners that will help advance the mission of the Bank. Lead the Bank's efforts to develop and execute on an outreach program to build strong relationships with the newly identified stakeholders.

  • Serve as the primary in-district government relations contact for the state member trade associations, including participation in trade association committee meetings, conferences and other events where the Bank's policy views need to be communicated.

  • Develop and maintain a strong understanding of stakeholder issues, concerns and policy priorities. With the support of and in coordination with the General Counsel or his designee, evaluate proposed legislation, proposed regulation, and policy changes and their relevance to FHLB constituencies. Communicate the Bank's position on proposed legislative changes to local stakeholders or network members through public forums, written publications or monthly e-newsletter communications, phone of in-person meetings. Maintain policy materials on the network website.

  • At the appropriate time, engage the PPN in public policy debates that affect the Bank, Bank members and PPN members. Manage policy communication with PPN members during these engagements. Ensure accurate and timely comprehension of PPN members and solicit support of proposed action plans that impact the Bank. Ensure action plans or strategies address constituency concerns.

  • District Congressional Reports: Develop and maintain annually consistent and clear presentations that can be used in each congressional district of a targeted member and in each state for the senators that presents the Bank's positive impact on financial institutions, affordable housing and economic development.

  • Write regular Housing and community development reports, as needed;

  • Manage all PPN communication including distribution of Policy Updates, Housing and Community Development Reports and PPN conference calls.

  • Manage the PPN's social media program

  • Establish a series of metrics to continually assess the efficacy of the PPN.

  • Serves as the Bank's key contact in all areas of in-district government relations. Attend trade association or member bank meetings and makes presentations as appropriate. Represent the bank by arranging for project tours and VIP tours for members of congress.

  • With the support of and in coordination with the General Counsel or his designee, educate Bank leadership and staff on key legislative outcomes and ensure organizational awareness and understanding of important government relations areas.

  • Exercises the usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, disciplinary actions, and terminations.

  • Support the Bank President and Executive Committee members, as needed, regarding Systemwide initiatives and policy work managed by the Council of Federal Home Loan Banks.

  • Ensure compliance with applicable policies, procedures, and regulations to ensure safe and sound business operations.

  • All other duties as assigned.

Required Experience

  • Bachelor's degree in political science, public affairs, communications, English, journalism, finance/business administration or related field.

  • 7 or more years' experience working on public policy issues from the vantage point of working on a legislator's staff, lobbying, grass roots activities.

  • 3 or more years managing staff.

  • Work in a congressional district office a plus.

  • Work for banking, financial services, housing, real estate or economic development trade association or advocacy groups a plus.

  • Work experience with events with members of congress a plus.

  • Strong interpersonal and communication/writing skills including experience in writing policy advocacy support papers, letters, fact sheets, newsletters, etc.

  • Initiative, creative approaches, effective time management, and strong listening and communication skills will be part of this effort.

  • Ability to think critically in order to develop and revise strategic advice for the organization and its stakeholders.

  • Knowledge of the legislative and regulatory process

Candidates with 10 or more years of experience in public policy work-including experience on a legislator's staff, in lobbying, or in grassroots advocacy-and at least 5 years of peoplemanagement experience may be considered for an alternative role.

The Bank operates in a hybrid work environment and requires employees to be in the Pittsburgh office at least three days per week. We welcome applicants from outside the Pittsburgh area and may offer relocation assistance to candidates who are able to relocate within 90 days of their start date.
