Summary: This position leads to the development of long-term strategies, campaign plans, and policy recommendations for senior military leadership within the NGB-J5-J command structure. The work for this position is located on site at NGB TARC Arlington, VA. Job Description:
- Alternate Project Lead
- Conduct research, strategic estimates and guidance assessments, and data analysis pertaining to the federalization of National Guard forces
- Prepare research products and assessments
- Analyze guidance, documents, leader meetings, and working groups relevant to the (JSPS) and complete summaries
- Review documents and prepare assessments of NG equities
- Facilitate and coordinate working group meetings, draft and distribute meeting invitations to attendees, as determined by the Government
- Identify and document attendee names, collaborate with Government personnel to develop meeting agendas and timelines for each session
- Gather topics from all relevant parties, develop and distribute electronic read-ahead materials and briefings prior to each working group meeting
- Establish and sustain relationships with interagency and NGO partners to inform the National Guard's preparedness, contingency response, and disaster response planning
- Conduct strategic research and analysis
- Conduct background research, strategic estimates, strategic guidance assessments, and data analysis to inform the NGB-J5-J on National Guard matters pertaining to the federalization of National Guard forces in support of DoD
- Analyze guidance, documents, senior leader meetings, and working groups relevant to the Joint Strategic Planning System (JSPS)
- Support the development of NGB strategic communications and congressional reports
- Contact the CNGB strategic communication POC to receive written guidance on the specific public affairs and information requirements to be included in the NGB strategic communications, and any congressional reports required by NGB or NGB J5
- Provide analysis of policy statements, speeches, and publications made by Government officials to assess their impact on the National Guard's interests within the JSPS
- Analyze policy statements, speeches, and strategic publications made verbally or in writing by Government officials
- Conduct ongoing research and analysis of strategic documents addressing emergent topics and security challenges produced by the DoD and other relevant government entities
- Monitor and review updates to key documents
- Support the NGB J5-J by scheduling, coordinating, and participating in J5-J related meetings, reviews, and workshops to ensure situational awareness and actionable outcomes
- Shall schedule, draft agendas, coordinate attendees, and participate in J5-J-related meetings
- Perform plan development and review functions for the NGB-J5-J
- Research and analyze information to prepare the NGB-J5-J for CNGB/VCNGB participation
- Collect and assess State Integrated Support Plans (ISPs) from the respective Joint Force Headquarters (JFHQs)- State on a quarterly basis to ensure integration with Combatant Command campaign and contingency plans, including homeland defense and DSCA missions
- Review CCMD Campaign Plans based on NGB-J5 priorities and provide recommendations to the NGB-J5-J regarding National Guard equities and their incorporation into National Guard enterprise planning
- Support ETMS2 tasks per NGB-J5-J
- Provide monthly status reports and trip reports for authorized travel
Required Qualifications:
- 10 to 12 years of Strategic Plans/Analyst experience
- Bachelor's Degree minimum, master's degree preferred
- TS/SCI clearance
- Knowledge of NG plans and operations
- Joint Planners Course, Joint Staff skill identifier or equivalent
- CGSC/ILE or equivalent
