Description
The Manager, SCADA Applications Development and Support is primarily responsible for directing the Company's design of Supervisory Control and Data Acquisition (SCADA) and Data Communications systems; guiding and monitoring the installation of the equipment and systems in existing facilities and new construction projects; reviewing the operation of the equipment and systems in the field; and resolving related operational problems. DUTIES AND RESPONSIBILITIES The following represents the majority of the duties performed by the position, but is not meant to be all inclusive nor prevent other duties from being assigned when necessary. 1. Leads employees to support compliance with DOT and OSHA health, safety, and environmental requirements and exemplifies the safety philosophy and procedures developed by the Company; integrates safe work practices into routine departmental operations and ensures employees are adequately trained to perform their work safely; monitors the workplace and with employees identifies conditions or behaviors that should be corrected to ensure unsafe or unhealthful conditions are avoided; investigates workplace incidents and takes prompt corrective action(s) necessary to ensure the safety and health of employees and prevent recurrence of incidents. 2. Supervises the individual work of SCADA Specialist, SCADA Programmer Analyst, Senior Leak Detection Systems Analyst, and independent contractors; determines work priorities; schedules work assignments; selects, orients, trains and evaluates work performance of subordinate personnel and recommends associated personnel actions. 3. Provides constructive and timely performance evaluation, feedback and engaging discussion through the utilization of regularly scheduled one on one meetings (open, direct and engaging two-way meeting between manager and employee). 4. Creates initial designs and material requirement specifications of SCADA and data communications systems hardware and software for new construction or to replace existing equipment and systems during maintenance or renovation projects. Conveys hardware designs to drafting and monitors the preparation of construction drawings. Creates flowcharts for software designs. Contacts vendors and manufacturers to determine best equipment alternatives. 5. Installs and tests SCADA and data communications equipment and control hardware and software systems and/or provides general technical guidance in its installation. 6. Provides technical advice to operational personnel and contractors in the evaluation and correction of SCADA and data communications issues, the maintenance of related equipment or the selection of compatible alternative equipment or systems. 7. Develops material specifications for projects, creates approved bidder lists, evaluates bidder proposals, negotiates service and material contracts, and monitors and approves contract payments. 8. Supervises or contracts for the development of computer programs to support the SCADA system. 9. Monitors operational and maintenance activities and creates reports to identify actual and potential problems with SCADA and data communications equipment and systems; analyzes issues and makes recommendations to change equipment or communication systems to resolve problems and increase the operating efficiency and safety of the pipeline system. 10. Compiles information to be used in the preparation and submission of the annual budget recommendation to senior management. 11. Creates and presents training programs for personnel on proper operating and maintenance techniques for equipment and systems. 12. Creates and maintains department records, and prepares reports and procedural documentation to meet internal and regulatory reporting requirements. REQUIREMENTS: Education and Experience * A bachelor's degree in computer science, Management Information Systems or its equivalent in education and experience and a minimum of eight (8) years of experience involving computer systems analysis, programming, data communications systems design, the monitoring of equipment installation, management of construction projects, and the direction of independent contractors in the maintenance and repair or installation of equipment is required. Experience within the pipeline industry is preferred. Knowledge, Skills and Abilities * Ability to actively engage in safe behaviors and to understand and follow the principles and methods related to pipeline and workplace safety as established by the Company. * Knowledge of emergency and safety procedures, policies, documentation procedures, equipment operating parameters, and all applicable DOT, FERC, EPA, DHS and OSHA requirements. * Ability to utilize a wide variety of computer hardware, networks, and software including word processing, spreadsheet, and database management software. Use of programming language software and application software is required to create new systems and to manage, record, and evaluate Company information. * Well-developed verbal communication skills are required to make presentations to internal management and to external vendors. * Well-developed written communication skills are required to develop written specifications, instruction manuals and training materials. * Well-developed interpersonal skills are required to deal with the internal and external contacts described below. * Ability to motivate and direct personnel. * Frequent internal contacts with Controllers, Schedulers, Stock Accountant and management and employees at all levels to provide and exchange technical information regarding SCADA system performance. * Frequent external contacts are required with vendors and service providers regarding the acquisition or installation of equipment and with other pipelines to exchange technical information. Occasional contacts are required with NTSB and DOT Office of Pipeline Safety regulators to provide technical information. * Well demonstrated ability to promote diversity through the management of daily activities and foster diversity of thought with team members. * Ability to effectively work and cooperate with supervisors, co-workers and vendors. * Ability to follow corporate policies and the directions of supervisors. * Ability to refrain from causing or contributing to the disruption of the workplace. Bachelors of Computer Science (preferred)
