Overview

The Manager of Construction Services provides leadership and oversight for construction phase services within TRC's Environmental and Infrastructure (EI) sector. This role is responsible for managing construction services operations across multiple concurrent infrastructure projects while supervising construction engineering and inspection staff.

The Manager of Construction Services serves as a senior representative to clients during construction, ensuring contract compliance, risk mitigation, quality assurance, and consistent delivery standards across the construction services portfolio. This position bridges technical construction expertise with operational leadership to support safe, compliant, and successful project execution.


Responsibilities

  • Lead and oversee construction phase services for transportation, municipal, and infrastructure projects
  • Supervise construction engineers, inspectors, and technical staff; provide coaching, mentoring, and performance feedback
  • Coordinate staffing assignments and monitor workload distribution across projects
  • Serve as primary construction services representative for clients and agency partners
  • Interpret and enforce contract documents, plans, and specifications
  • Oversee review and approval of RFIs, submittals, pay applications, CPM schedules, and change orders
  • Evaluate time extension requests and assess cost impacts
  • Lead resolution of complex field issues, disputes, and claims
  • Ensure compliance with DOT, LPA, municipal, and other public agency requirements
  • Monitor prevailing wage, DBE/EEO compliance, and regulatory adherence
  • Promote consistent QA/QC standards and documentation practices across construction services assignments
  • Participate in pre-construction meetings, progress meetings, and final inspections
  • Support construction services strategy, operational improvements, and practice growth
  • Perform other duties as assigned

Qualifications

  • Bachelor of Science degree in Civil Engineering or related engineering discipline (ABET-accredited preferred)
    * 10+ years of progressive construction engineering or construction management experience
    * Demonstrated experience managing transportation and/or municipal infrastructure projects
    * Experience supervising professional and/or technical staff
    * Strong knowledge of contract administration, CPM schedule analysis, and construction documentation processes
    * Experience with public agency procedures (DOT, LPA, or municipal)
    * Excellent communication, leadership, and conflict resolution skills

Preferred Qualifications:

  • Registered Professional Engineer (PE)
    * DOT prequalification (Construction Engineer, Project Inspector, Structure Inspector, or equivalent)
    * Experience serving as owner's representative on public works projects
    * Experience leading dispute resolution and claims mitigation efforts
    * OSHA construction safety training
    * ACI materials testing certification

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.

Other Compensation:Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.

USD $145,600.00 - USD $156,000.00 /Yr.
