HDR's Mobility and Operational Technology Services (MOTS) is seeking a Regional Tolling Lead for the South-Central US to help us deliver innovative solutions to tolling agencies. The primary responsibilities are to grow HDR's market share and to lead the delivery of technology projects. Growing market share includes the development and executions of a growth strategy, capturing new business, and recruiting talent. Leading the development of technology projects includes system assessments, roadside project delivery, and supporting transportation clients in technology and toll system planning, procurement, development, design, implementation, operations, and change management.

In addition, the successful candidate will lead projects and be responsible for the development of scopes, schedules, and budgets for technology related projects. The successful candidate will supervise and support the development and growth of mid-level and junior level staff.

In the role of Regional Tolling Lead, we'll count on you to:

Business Development

  • Develop and execute a business plan and growth strategy for the South-Central region of the US (TX, OK, KS, LA, AL)
  • Identify opportunities and develop relationships with clients to win work and earn revenue
  • Develop strategic teaming relationships
  • Lead and champion pursuits to win contracts and tasks, including pre-positioning, gathering pursuit resources, writing and reviewing proposals, and development of pricing

Technical Delivery

  • Lead the development of work products such as technical documents or reports, PowerPoint presentations, Visio diagrams, and Excel models
  • Research tolling trends, technologies, and policies to inform client strategies
  • Lead the oversight and testing of technology and toll system roadside deployments, equipment, and software
  • Development of conceptual tolling approaches
  • Conduct data analysis using Excel, Power BI, relational databases, and other tools
  • Monitor and analyze toll transaction data to identify discrepancies, trends, and revenue opportunities
  • Reconcile tolling data across systems and vendors to verify accuracy and completeness
  • Analyze business processes and recommend improvements for efficiency and accuracy

Support quality assurance reviews and recommend Project Management

  • Develop and manage scopes of work, schedules, cost estimates, procurement documents, contract documents, and provide oversight of project tasks, deliverables, and sub-contracts
  • Lead projects and manage others in the delivery of tasks with a high level of quality
  • Plan, direct and monitor all aspects of large multidiscipline projects or medium-sized projects with high degree of technical complexity, typically involving multiple project staff
  • Leverage work-share opportunities and coordinate workload with HDR business class managers locally and nationally
  • Support field or client work with technical staff to collect site specific data as projects require
  • Implement QA/QC procedures and execute technical training for junior staff

Perform other duties as needed

Preferred Qualifications

  • Bachelor's degree in civil engineering, Planning, Electrical, Systems Engineering, Business, Management, Computer Science, Software Engineering, or related fields.
  • 15+ years of experience in the tolling, transit, and/or revenue collection industry
  • Experience working with multiple state DOTs/ regions, transit agencies and Toll / Thruway / Turnpike Authorities.
  • Involvement in professional organizations in the tolling and transportation technology field such as IBTTA or ITS America
  • Familiarity with toll collection technologies and equipment, electronic payment systems, video systems, toll infrastructure, traffic management, information and communication technologies
  • Strong analytical skills with the ability to compile and present summary level information
  • Proven leadership, project management, business development, technical writing, communications, and mentoring skills
  • Ability to handle a wide variety of tasks simultaneously requiring different skill sets.
Required Qualifications
  • Bachelor's degree in related field
  • A minimum of 5 years related experience
  • Efficient use of the internet and other electronic and hard copy media for research
  • Strong Microsoft PowerPoint, Word, Project and Visio skills
  • Expert Microsoft Access and Excel skills
  • Strong analytical skills with the ability to compile and present summary level information
  • Ability to obtain, cleanse, merge and analyze data from multiple sources
  • Excellent interpersonal skills and strong relationship, organizational and follow-up skills
  • Self-starter with proven track record of accomplishments
  • An attitude and commitment to being an active participant of our employee-owned culture is a must
