Medica's RFP Analyst II is responsible for leading the development of high-quality, compelling proposals in response to Requests for Proposals (RFPs), Requests for Information (RFIs), and related solicitations. This role translates organizational capabilities into persuasive, compliant responses that clearly communicate value to prospective clients.

In addition to proposal writing, this position coordinates the end-to-end RFP process-organizing timelines, assigning tasks, facilitating intake and daily standups, coordinating response artifacts, and ensuring all submissions are complete, compliant, and delivered by the required deadlines. The role requires strong writing skills, exceptional organization, cross-functional collaboration, and the ability to manage multiple priorities under tight timelines. Performs other duties assigned.

Key Accountabilities

RFP Analysis & Proposal Development (60%)



  • Analyze RFPs/RFIs to fully understand requirements, evaluation criteria, and client needs
  • Develop tailored, persuasive proposal responses that align with solicitation requirements and organizational strengths
  • Write and edit proposal sections with a focus on clarity, accuracy, consistency, and compelling messaging
  • Gather and synthesize information from subject matter experts and internal partners to address all submission requirements


Content Development & Management (10%)



  • Review solicitation documents to identify key requirements, risks, and opportunities
  • Align organizational capabilities with solicitation needs to strategically position proposals
  • Identify content gaps and collaborate with internal teams to resolve them prior to submission


Coordination & Collaboration (20%)



  • Manage RFP project timelines, task assignments, and deliverables to ensure on-time completion
  • Facilitate intake processes and daily standup meetings for the RFP Writing team (approximately 5 members)
  • Lead and participate in regular meetings with stakeholders to ensure alignment and progress
  • Coordinate proposal artifacts, format and package responses, and submit final materials in the required format and manner


Quality Assurance & Continuous Improvement (10%)



  • Ensure all proposal submissions are compliant with solicitation requirements and organizational standards
  • Develop and maintain compliance checklists to guide proposal development
  • Collect feedback from proposal outcomes and contribute to continuous improvement of proposal quality and processes


Required Qualifications



  • Bachelor's degree or equivalent experience in Communications, Marketing, Journalism, Writing, or a related field
  • 3 years of work experience beyond degree


Preferred Qualifications



  • 2 years of direct RFP/proposal writing experience
  • 2 years of health insurance industry experience


Skills and Abilities



  • Experience with project management or coordination in deadline-driven environments
  • Strong writing, editing, and proofreading skills
  • Strong research, analytical, and strategic thinking abilities
  • Proven ability to collaborate with cross-functional teams (e.g., sales, underwriting, SMEs)
  • Proficiency with Microsoft Office and familiarity with project management and content management tools
  • High adaptability and ability to manage multiple priorities under pressure


This position is an Office role, which requires an employee to work onsite, on average, 3 days per week. We are open to candidates located near one of the following office locations: Minnetonka MN, Madison WI, Omaha NE, and St. Louis MO.

The full salary grade for this position is $62,700 - $107,500. While the full salary grade is provided, the typical hiring salary range for this role is expected to be between $62,700 - $94,080. Annual salary range placement will depend on a variety of factors including, but not limited to, education, work experience, applicable certifications and/or licensure, the position's scope and responsibility, internal pay equity and external market salary data.
