Description

We are seeking a collaborative, forward-leaning analytic leader to develop and lead a multidisciplinary team within the Strategic Analysis and Integration Group (JAI) in the National Security Analysis Department (NSAD).

The JAI Group Supervisor will recruit, develop, and oversee a cross-functional team of analysts focused on integrated national security analysis, including adversary and intelligence-informed analysis, future concepts & technology policy, and holistic DOTMLPF operational analysis.

This leader will be responsible for strengthening the Group's role as an analytic integrator, while advancing a more data-driven and repeatable analytic approach to support critical department and laboratory work.

The Group Supervisor will report to the Managing Executive and will work closely with other supervisors and managers across NSAD and the National Security Analysis Mission Area to build a culture of analytic rigor, integration, and continuous improvement, and to help define the future analytic capabilities required by APL and its sponsors.

GROUP OVERVIEW:

The Strategic Analysis and Integration Group (JAI) is a multidisciplinary team that conducts analyses on strategic involving integrated use of existing and planned capabilities as well as challenges posed by emerging technologies. The team conducts holistic, forward-looking assessments that integrate intelligence products, adversary capabilities, future technologies, operational CONOPS, and policy considerations. Analysts in JAI work closely with sponsors, mission engineering and modeling teams and analysts across APL. As a group in an enterprise department, cross-enterprise collaboration to meet sponsor and APL challenges is of particular importance.

DUTIES:

As the NSAD JAI Group Supervisor, you will be responsible for the following:

Analytic Leadership & Execution (50%)

  • Provide analytic and managerial leadership to the Strategic Analysis and Integration Group within NSAD; Recruit and develop a multidisciplinary and highly skilled group of analysts; Guide and support analytic execution, and champion the evolution of the Group toward more data-driven, quantitative, and efficient analytic approaches; Experiment with and integrate the latest available AI tools to increase the timeliness and quality of products; Work with Program Managers and sponsors to ensure analytic efforts are scoped appropriately, grounded in credible assumptions, and executed with the rigor required for high-consequence decisions.
  • Ensure effective execution of technical tasks within the Group while managing workload, coverage, and resource needs; Play an active role in developing new analytic opportunities for the Group and the Department, including direct sponsor engagement; Lead by example to foster trusted relationships with sponsors across DoW, the Joint Staff, Services, and other government organizations.

Team Development & Change Leadership (30%)

  • Recruit, develop, and retain a cross-functional, multidisciplinary team of analysts with strengths spanning adversary analysis, operational analysis, policy analysis, and strategic assessment; Provide mentorship, coaching, and performance feedback to help staff grow as integrators, analysts, and future leaders.
  • Serve as a change agent for the Group by helping staff adapt to evolving analytic expectations, new tools, and more data-driven workflows; Encourage continuous learning, intellectual curiosity, and collaboration across analytic disciplines; Establish and sustain a work environment that values respect, integrity, and professional growth.
  • Identify and develop future leaders within the Group, strengthening analytic integration skills and helping staff build durable career paths within NSAD and APL.

Vision Alignment & Integration (20%)

  • Develop, articulate, and maintain a clear vision and strategy for the Group that aligns with NSAD and Mission Area priorities and reinforces NSAD's role as the analytic integrator for One APL; Ensure that JAI's capabilities are effectively integrated with mission engineering, modeling and simulation, cost analysis, and technical work across the Laboratory.
  • Provide leadership in strategic planning efforts for the Group, including refining the Group's charter, aligning capabilities to sponsor demand, and coordinating JAI's support to mission areas, Strategic Challenge Teams, and Lab-wide initiatives.

Qualifications

You meet our minimum qualifications if you...

  • Hold a Master's degree (or equivalent) in a relevant field such as operations research, physical science, economics, engineering, social sciences, or another analytic discipline.
  • Have at least ten years of relevant experience leading or contributing to significant national security analyses.
  • Demonstrated ability to lead multidisciplinary analytic teams and to integrate qualitative and quantitative approaches with evidence of leading change to help a team evolve.
  • Have outstanding written and verbal communication skills, experience engaging with senior sponsors and stakeholders, and the ability to manage contentious analytic situations and deliver successful results.
  • Experience using AI enabled tools to develop analytical deliverables.
  • Hold an active Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

  • Hold a Ph.D. (or equivalent) in a relevant analytic or technical field.
  • Have prior experience in a supervisory or equivalent leadership role.
  • Have demonstrated success leading organizational or analytic change efforts.
  • Have experience advancing data-driven analytic approaches while respecting the role of expert judgment.
  • Have demonstrated leadership in team adoption of AI enabled tools to enhance the quality and timeliness of high-impact analytical deliverables.
  • Maintain established working relationships with senior government and military officials involved in strategy, policy, and operational planning.

The referenced pay range is based on JHU APL's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level with consideration for internal parity. For salaried employees scheduled to work less than 40 hours per week, annual salary will be prorated based on the number of hours worked. APL may offer bonuses or other forms of compensation per internal policy and/or contractual designation. Additional compensation may be provided in the form of a sign-on bonus, relocation benefits, locality allowance or discretionary payments for exceptional performance.
