Overview

The Senior Construction Specialist provides expertise for the development of bid packages, work processes, methods, specifications, documents and field support on construction projects. The position will encompass all Construction Disciplines. The Senior Construction Specialist maintains direct lines of communication with all company organizations to ensure projects are completed safely and consistent with environmental regulations. The incumbent coordinates the activities of the department to ensure projects are on schedule and under budget to support the department, and user departments' priorities.

Responsibilities

Core Responsibilities
  • Ensure Safety & Compliance: Follow all company and regulatory policies to prevent injury or illness to employees, contractors, and the public.
  • Environmental Responsibility: Perform work to the highest environmental standards, ensuring compliance with environmental protection and control policies.
  • Engineering Package Participation: Engage in project scoping, field walks, and review of engineering documents to ensure construction accuracy and feasibility.
  • Construction Planning Support: Identify EH&S requirements, permits, long-lead items, and coordinate with inspectors for surveys and testing.
  • Bid & Contract Management: Develop bid packages, manage requisitions, conduct field walks, and facilitate pre-award meetings and document turnover.
  • Project Cost & Schedule Oversight: Track forecasts vs actuals, manage cash flow, review estimates, and support cost management and accruals.
  • Field Coordination & Oversight: Conduct field visits, verify labor reports, coordinate with agencies, and attend critical meetings with stakeholders.
  • Career Development: Actively manage personal career development, seek and apply feedback on performance, and adhere to and support established budgeting, planning, and safety protocols within daily work and projects.
  • Communication & Reporting: Maintain communication with senior management, support reporting of project activities, and assist with audits and presentations.

Qualifications

Required Education/Experience
  • Bachelor's Degree and 3 years field construction, construction management, project management or site superintendent experience or
  • Associate's Degree and 6 years field construction, construction management, project management or site superintendent experience or
  • High School Diploma/GED and 8 years field construction, construction management, project management or site superintendent experience.
Preferred Education/Experience
  • Bachelor's Degree in Engineering, Environmental Sciences or Construction Management or Business Management and 3 years field construction, construction management, project management or site superintendent experience.
Relevant Work Experience
  • Minimum construction work experience in various fields such as civil, electrical, gas, steam, HVAC, fire detection, remediation, etc., Preferred
  • Extensive knowledge, strong background and subject matter expertise in Construction Management, Preferred
  • Experience in the review and implementation of contract specifications, drawings, scheduling, and planning, Preferred
  • Experience and working knowledge of construction specifications and procedures, Preferred
  • Knowledge/experience with environmental work, asbestos, lead, PCB's, soil remediation, etc, Preferred
  • Working knowledge of Construction operations software applications, Preferred
  • Experience as a supervisor or manager, Preferred

Licenses and Certifications
  • Driver's License Required
Physical Demands
  • Ability to respond to system emergencies
  • Able to work in all weather conditions, i.e. excessive heat and/or cold
  • Ability to work in inclement weather and adverse conditions (i.e., excessive heat, cold, noise, confined spaces)
  • Ability to travel to company locations to work on storm restoration and heat contingencies
  • Wear necessary Personal Protective Equipment (PPE), i.e. fire-retardant clothing and safety harnesses
  • Use personal vehicle(s), and be able to transport, store, and secure company laptops and other job-related equipment in vehicle. Acknowledge that reimbursement for use of personal vehicle is available through the company mileage procedure
Additional Physical Demands
  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
