The Government Relations Consultant plays an important role supporting Medica's Sr. Director of Government Relation's and Medica's advocacy and policy priorities. Residing within the law department, the lobbyist position is responsible for researching, analyzing, and helping develop Medica's public policy and lobbying strategies. related to legislative issues impacting healthcare and Medica's interests. The role follows a structured approach to work and although operating under the supervision of the Sr. Director of Government Relations, requires a self-starter capable of taking initiative on emerging issues contributing to the organization's business goals. Performs other duties as assigned.

Key Accountabilities



  • Research and analyze legislative issues and assist in the development of company policy and advocacy strategies
  • Represent Medica at trade association and stakeholder meetings to advocate for organizational interests
  • Monitor and track legislation across Medica's service area; provide timely updates through written reports and verbal briefings and attend legislative hearings in Minnesota
  • Draft a variety of written materials, including testimony, letters, position papers, and legislative updates and engage with policymakers as necessary
  • Coordinate and partner on key public affairs and communications initiatives for external audiences such as community stakeholders, advocates, policymakers and the public
  • Assist in the development of grassroots strategies to advance organizational priorities, including engaging community partners, participating in or managing coalitions, and supporting stakeholder engagement efforts


Required Qualifications



  • Bachelor's degree in political science, public policy, or a related field or equivalent experience
  • 3 or more years of experience in government affairs, public policy, legislative advocacy, or a related field


Preferred Qualifications



  • Experience supporting public affairs or communication efforts, such as drafting policy-facing content, advocacy materials, talking points, or digital content in partnership with communications or marketing teams.


  • Health policy and/or insurance policy background or experience is a plus


  • Interest in learning more about health insurance policy, Medicaid policy and the legislative process.


  • Understanding of heavily regulated business operating environment


  • Demonstrated experience in advocacy, grassroots engagement or coalition management, including working with community organizations, stakeholders or advocates to advance public policy or public affairs objectives


Skills and Abilities



  • Working knowledge of the legislative process in Minnesota.


  • Willingness to learn about the legislative process of other states including Wisconsin, Nebraska, Missouri, North Dakota and others as needed.


  • Strong organizational skills and ability to manage tasks independently


  • Effective written and verbal communication skills
  • Ability to work independently with limited supervision


This position is an Office role, which requires an employee to work onsite at our Minnetonka, MN office, on average, 3 days per week.

The full salary grade for this position is $77,100 - $132,200. While the full salary grade is provided, the typical hiring salary range for this role is expected to be between $77,100 - $115,710. Annual salary range placement will depend on a variety of factors including, but not limited to, education, work experience, applicable certifications and/or licensure, the position's scope and responsibility, internal pay equity and external market salary data. In addition to compensation, Medica offers a generous total rewards package that includes competitive medical, dental, vision, PTO, Holidays, paid volunteer time off, 401K contributions, caregiver services and many other benefits to support our employees.
