Training Project Manager

Position Summary

The Training Project Manager is responsible for planning, executing, and delivering training initiatives under the CMS. This role manages day-to-day delivery of curriculum development, training operations, and learning platform activities, ensuring projects are delivered on time, within scope, and in compliance with CMS standards. The Training Project Manager bridges instructional design, technology, and operations to deliver high-quality, scalable training.

Key Responsibilities

Project Planning and Delivery

  • Develop and manage detailed project plans for training initiatives, including curriculum updates, new course development, onboarding programs, and retraining efforts.
  • Coordinate schedules, milestones, and deliverables across instructional designers, SMEs, technologists, and trainers.
  • Track scope, schedule, risks, and issues, and resolve or escalate as needed.

Instructional and Training Oversight

  • Manage execution of instructional design using ADDIE or Agile ISD methods.
  • Ensure learning objectives align with CMS policy and regulatory requirements.
  • Oversee development of learning content, assessments, job aids, and reference materials.
  • Coordinate pilot testing, reviews, and revisions with CMS stakeholders.

Learning Platform and Delivery Support

  • Coordinate LMS configuration, content deployment, and user support with technical teams.
  • Ensure courses are accessible (Section 508/WCAG) and meet usability standards.
  • Support virtual, in-person, and blended training delivery models.

Quality, Compliance, and Reporting

  • Ensure deliverables meet CMS quality standards and acceptance criteria.
  • Support compliance with federal requirements, including EPLC, security, privacy, and accessibility.
  • Prepare project status reports, dashboards, and briefings for CMS and program leadership.

Stakeholder Coordination

  • Serve as the primary day-to-day point of contact for assigned training projects.
  • Facilitate working sessions with CMS staff, policy owners, instructors, and SMEs.
  • Coordinate change requests and manage impacts to scope, schedule, and cost.

Resource and Vendor Management

  • Manage assigned staff and subcontractors supporting training delivery.
  • Track level of effort and support accurate invoicing for project work.
  • Align staffing with workload and surge needs.

Required Qualifications

  • 7+ years of experience managing training or learning-related projects.
  • Experience delivering large-scale, distributed training programs.
  • Strong understanding of instructional design and adult learning principles.
  • Experience with LMS platforms and digital learning tools.
  • Proficiency with project management tools and methods (PMBOK, Agile, or hybrid).
  • Strong communication, organization, and stakeholder-management skills.

Preferred Qualifications

  • Experience supporting CMS, HHS, or healthcare regulatory programs.
  • Experience with surveyor or compliance-driven training programs.
  • Background in instructional systems design or learning technology.
  • Experience in cloud-based learning platforms and learning analytics.
