The Site Engineer serves as the primary technical and project management support for assigned facilities. This role includes ensuring environmental and regulatory compliance for all assigned sites; identifying and resolving compliance issues; coordinating and managing technical consultants; acting as the technical liaison with regulatory agencies; preparing, obtaining, and managing permits; and overseeing the technical and project execution aspects of construction activities. Responsibilities span the full project lifecycle, from RFP development and contractor selection through construction oversight, schedule and budget coordination, and final certification of completed work.

Responsibilities of Position:



  • Develop and maintain a working knowledge of the site. This should include physical features of the site, such as storm lines, sanitary sewer lines, discharge points, USTs, zoning restrictions, etc
  • Develop a working knowledge of the sites' permits. The knowledge should include groundwater, surface water, solid waste, and air permits. Perform and coordinate through the site compliance inspections and reporting as required by the permits
  • Develop and maintain a rapport with the regulatory agencies for the sites
  • Track and keep the site manager apprised of the capacity (air space, throughput, etc.) of the facility and keep manager informed of all pertinent engineering and environmental activities on their sites
  • Identify environmental issues with the site and work with the site manager and site team to develop solutions and manage the implementation of the environmental solutions under the site manager's direction
  • As appropriate, prepare RFPs, perform bid evaluations, and serve as project manager of technical contracts. Project management responsibilities will include administering the contract and managing the budget and schedule for the activities
  • In coordination with the site manager, develop and maintain a five-year schedule for the facility. The schedule should include expansion/closure activities, construction activities, and significant compliance activities
  • Review the compliance tracker program at least monthly and develop action plans to meet specific deadlines for consideration of site management
  • In coordination with the site management, manage environmental submittals to achieve zero administrative (on-time, complete) violations
  • Work with the site manager to determine projects required for the next fiscal year, this includes prepare the budget input (cost and schedule) for technical projects, including compliance monitoring and reporting. Review with the appropriate GM by January 1
  • Meet with the site manager for smaller sites like truck depots (conference calls or Microsoft Teams are appropriate) to review the status of environmental and engineering issues monthly
  • Know the status of and participate in developing any environmental corrective measures for your site (including groundwater, surface water, solid waste, and air)


  • Perform other duties as assigned

  • This position will not manage employees



Skills & Abilities Needed for Position:



  • Must be proficient in Microsoft O365 (Word, Excel, and PowerPoint)
  • Excellent verbal & written communication skills
  • Ability to follow all department rules, procedures, and instructions
  • Ability to work independently and as part of a team
  • Ability to exercise good judgment and take responsibility
  • Ability to take directions from multiple sources and prioritize accordingly
  • Additional skills may be required to perform task(s) specific to work location, department, or line of business



Experience & Knowledge Needed for Position:



  • Bachelor of Science Degree in Civil, Environmental, Geotechnical Engineering
  • Experience or studies in Solid Waste preferred
  • Experience in AutoCAD, Civil 3D, and Trimble Office GPS is preferred
  • Experience with construction management included but not limited to: pavements, buildings, and earthworks is preferred
  • Experience in project management is preferred



    Physical Requirements in a Regular Workday:



    • Continuously lifting/carrying/pushing/pulling a max of 10 lbs
    • Rarely lifting/carrying/pushing/pulling a max of 35 lbs
    • Frequently working outside
    • Rarely working in changing temperatures, wet/humid conditions
    • Rarely working in areas of dust, odors, mist, gases, and other airborne matter
    • Rarely stooping/kneeling/crouching/crawling
    • Rarely climbing and/or balancing
    • Frequently sitting/standing/walking in an office environment



    Additional Working Conditions/Aspects:



    • Exposure to residential and commercial waste
    • Ability to travel between offices, as required
    • Legally eligible to work in the United States
    • Valid driver's license (if applicable)
    • Must successfully complete pre-employment testing
    • Must be able to read and speak the English language
