Under limited supervision, provides support for the development and implementation of sound fiscal management policies and procedures across various departments. This is accomplished by assisting in the management of department activities and services, coordinating work plans and personnel needs, preparing financial statements, overseeing the budget and CIP debt preparation and implementation, managing the payroll process, and providing oversight on purchasing. Other duties may include managing cash, investments, and interfacing with other City employees and citizens. This position provides direction to other employees.

Essential Functions

Incumbent(s) may not be required to perform all duties listed andmay be required to perform additional, position-specific duties.

  • Assists in the management of department services and activities by providing support for the preparation and implementation of department goals, objectives, policies, and procedures, coordinating various accounting and financial activities with department employees, and communicating with the City Manager, City Council, Chief Financial Officer, department heads, and other City employees on financial issues.
  • Coordinates work plans and personnel needs by reviewing and evaluating methods and procedures, identifying and resolving problems, handling personnel issues and conducting employee performance evaluations.
  • Prepares financial statements by providing assistance for audits with external auditors and City personnel and preparing and reviewing final documents.
  • Assists with budget preparation and implementation by assisting in performing budget analysis and review, working with departments on forecasting cost needs, merging operating and payroll budgets, assisting in the preparation of final documents and the general ledger, and assisting the City Manager, Chief Financial Officer, department heads, and other employees with financial analysis.
  • Assists in the management of cash and investments by monitoring cash flows, assisting with investment decisions, preparing reports and statements for the City, and working with financial advisors on debt issuance.
  • Performs other duties as assigned.

Job Requirements

Education and Experience:
Bachelor's degree in Finance or related field and five (5) years progressively responsible experience in Governmental Finance, including five (5) years of supervisory experience.
Other combinations of education and experience may be considered.

Knowledge of:

  • City rules, regulations, policies, and procedures.
  • Municipal financial, budgeting, accounting, and purchasing policies, requirements, and procedures.
  • Supervisory methods and techniques.
  • State laws, regulations, and guidelines governing all aspects of municipal operations.
  • Planning, administration, and operation of multiple divisions.
  • Modern office practices, procedures, and equipment, including financial application software.

Skill in:
  • Establishing and maintaining working relationships with professional and support staff, vendors, the public, and City employees.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Providing outstanding customer service and conflict resolution.
  • Identifying opportunities to improve customer service and satisfaction.
  • Operating a personal computer utilizing a variety of business software.
  • Understanding and interpreting complex laws, rules, regulations, policies, and guidelines.
  • Reviewing and analyzing a variety of financial records and reports necessary to document the receipt, allocation, and distribution of funds in a government setting.
  • Creating, preparing, writing, and proofing reports, documents, and correspondence.
  • Working effectively in a high-pressure environment with changing priorities.
  • Effectively communicating in both oral and written format.

Special Requirements:
  • Must possess a valid Texas Class C driver's license.

Supplemental Information

Limited Supervision: Work is normally reviewed upon completion to ensure compliance with departmental goals, plans and policies; autonomy is granted at the functional area level; work is subject to departmental policies and accepted professional standards. Major work activities are covered by organization guidelines and directives permitting flexibility in selecting methods, procedures, work priorities, and the planning and coordination of programs or projects to achieve desired outcomes.
