About the Opportunity The Data Analyst II will support the North Carolina State Education Assistance Authority (NCSEAA) through data analysis and research. The Data Analyst should have a broad understanding of North Carolina education programs, and the collection, interpretation, and analysis of institutional and program data. The Data Analyst will collect, clean, and analyze different types of data to produce reports and dashboards to inform on topics including higher education financial aid programs and nonpublic K12 scholarships and grants.
Responsibilities include: responding to research requests from the Executive Director and other Authority leaders concerning nonpublic K-12 and higher education scholarships and grants; maintaining projection models to support scholarship and grant awarding decisions; preparing materials ranging from detailed, descriptive and graphical reports to concise summaries and talking points on complex issues for a variety of audiences at all levels of an organization, often under tight deadlines; preparing reports, visualizations, and written products for a diverse audience to include internal leadership, the Board of Directors, and external stakeholders; assisting in the implementation of a comprehensive data warehouse; supporting data governance initiatives. This position is expected to work on-site at least two days per week and may be eligible for a hybrid work arrangement, consistent with System Office policy. North Carolina State Education Assistance Authority (NCSEAA) employees are generally required to reside in North Carolina, within a 2-hour commuting distance of their assigned duty station. About the North Carolina State Education Assistance Authority The North Carolina State Education Assistance Authority (NCSEAA), an agency of the State of North Carolina, is authorized by the General Assembly to plan, finance and administer student financial assistance programs of a statewide or inter-institutional nature. It serves students attending public and private two- and four-year colleges and universities in North Carolina, as well as families of students attending nonpublic K-12 schools. Minimum Education, Experience, and Skills Master's or bachelor's and 2-4 years' data analytics experience; or will accept a combination of related education and experience in substitution. Required Competencies *Strong analytical, critical thinking, problem-solving, and communication skills *Experience working with relational databases, data retrieval and statistical packages (SAS required) and data visualization software (Tableau required) *Ability to work as part of a team and communicate effectively with varied audiences, including both technical and non-technical experts *Strong customer-service skills, attention to detail, and commitment to accuracy and confidentiality *Skilled in managing and conducting advanced analysis of educational data *Ability to effectively plan and manage multiple projects simultaneously with time constraints
Preferred Education, Experience, and Skills *Advanced analytical, statistical, and/or research training *Experience with metadata management *Experience writing/editing process documentation or instruction manuals *Experience working in a higher education institution, system office, and/or a state-level higher education agency *Subject matter expertise in one or more institutional research reporting areas: financial aid, student enrollment, academic programs, admissions, facilities, or human resources *Knowledge of higher education policy issues or data reporting systems, federal and state reporting requirements (North Carolina experience preferred), and Southern Association of Colleges and Schools (SACS) accreditation *Knowledge of FERPA and state laws concerning student privacy and data security, experience with data governance, and familiarity with the processes used to share data with various audiences .
