Position Summary

The Staff Systems Training Engineer appliesknowledge of training systems development fundamentals to provide guidance to the division's training programs and systems engineering and design activities under the direction of a program manager. The Staff Systems Training Engineer will be required to interact with other OTECH personnel, manage subcontractors andguide engineering efforts to meet the client's training program requirements. The Staff Systems Training Engineer will manage identified resources and lead a diversly skilled team to create customer specific training system plans through analysis, design, development, implementation and evaluation to ensure individuals have the necessary knowledge and skills to effectively use a system or technology.


Duties And Responsibilities

ESSENTIAL:

  • Performs analysis of user requirements to identify training gaps, analyze system functionality, and definition of learning objectives.
  • Develop training by designing training materials that engage learners and provide positive learning experiences which may include, but are not limited to, presentations, manuals, simulations, videos, e-learning and virtual reality.
  • Creation of instructor-led content and materials packages that include lesson plans, instructor and student guides, activities and assessments.
  • Chooses the most effective training methods based on learning objectives, audiences, and provided resources.
  • Ensures training system content is accurate and relevant to user needs through post-implementation evaluation and feedback.
  • Displays excellent technical judgment, attention to detail, and ability to look at the "big picture" in system design.
  • Ability to effectively communicate with internal and external customers and teams. Public speaking, project presentation, classroom instruction, and facilitation will be expected.
  • Provides inputs to estimated timelines/schedules, budgets and anticipated resources to accomplish training system development.
  • Demonstrates ability to devise innovative solutions to problems.
  • Reviews progress and evaluates results of work accomplished by self and others.
  • Prepares working group agendas, presentations, reports, meeting minutes, and follow up actions to report and present results to management and client.
  • Some travel may be required.

ADDITIONAL FUNCTIONS:

  • Assists in generating user requirements, concept of operations documents, and in the development of high-level system architectures to develop system requirements specifications.
  • Assists in development of human centered test plans and procedures.
  • Displays excellent technical judgment, attention to detail, and ability to look at the "big picture" in system design at the same time as having a focus on Training related requirements and data products.

Qualifications

REQUIRED:

  • BS degree in Human Resources, Organizational Development, Education, Business Administration, or Instructional Systems Design. Commensurate experience and/or certifications will be accepted.
  • Master's degree in Human Resources or Organizational Development preferred. Commensurate experience will be accepted.
  • Minimum 10 years of practical experience in Training Development/Adult Learning Development.
  • Minimum 5 years of experience with:
    • Developing training programs by working with the project customer, Subject Matter Experts, and assigned project resources that meet/exceeds required standards.
    • Managing system requirements and derived requirements to ensure the delivery of production systems are compatible with the defined system architectures, including Department of Defense Architecture Framework (DoDAF and Service-oriented Architecture (SOA).
    • Assisting with the development of system requirements, functional requirements, and allocation of the same to individual hardware, software, facility, and personnel components.
    • Participating in the development of system engineering documentation, including system engineering plans, initial capabilities documents, requirements specifications, and interface control documents.
    • System requirements and stakeholder needs, including functions that may be logically inferred and implied, as essential to system effectiveness.
  • Working knowledge of Learning Management System administration and content creation requirements.
  • 5 Years of experience at the learning and performance specialist level.
  • Candidate will have to perform in an ISO-9000 rated company in a rapidly changing and demanding atmosphere.
  • US citizenship required. Must be able to obtain a Top-Secret security clearance.

DESIRED:

  • Master's degree in related field.
  • Work experience with US Department of Defense, and related MIL-STD's.
  • May be widely recognized for achievements, technical expertise, and professional standing demonstrated by the applicants portfolio of work.

Additional Information

This position is Hybrid - Remote and will require commuting to a designated office. Hybrid work schedules are determined by the hiring manager based on business need.

We offer a comprehensive and competitive benefits package. Annualized pay rate for this position : $106,250 - $143,750.
