DESCRIPTION

The Case Coordinator is a member of the central Office of Ethics and Compliance team responsible for the coordination of the University's response to reports of suspected improper governmental activities and violations of University policies and procedures.

Reporting directly to the Executive Director of Investigations & Deputy LDO (Deputy LDO), the Case Coordinator assists the Chief Ethics & Compliance Officer (CECO) and Deputy LDO in maintaining a reporting mechanism where any member of the University community can report a concern regarding an improper governmental activity as defined under the UC Whistleblower Policy, and in collaboration with OEC staff, assists in coordinating the university's assessment, review and investigation into those allegations. Under direction from the Deputy LDO, the Case Coordinator will receive and process all complaints received through the Whistleblower Hotline and track them through the lifecycle of the case.

The incumbent is responsible for case coordination, tracking, reporting and analysis for all complaints and inquiries received by the OEC and is the primary point of contact for reporting parties and complainants. The Case Coordinator maintains data to ensure that complaints are tracked and can provide summary statistics to unit leadership for case management. The Case Coordinator performs regular data integrity checks to ensure the accuracy of electronic and hardcopy records and generates reports. The incumbent will also have responsibility for ensuring all case information is accurate and will organize the case triage and closure processes for all complaints. The Case Coordinator will follow up on all cases to ensure timely processing and will help set and meet expectations for investigation participants regarding the investigation process and status.

The position also assists the CECO and Deputy LDO in coordinating the University's response to all inquiries regarding whistleblower and whistleblower retaliation complaints. The Case Coordinator acts as the Intake & Program Coordinator for the UC Abusive Conduct in the Workplace Policy, will triage maters received under this policy, and will assign cases to the appropriate offices for review. The Case Coordinator will maintain the confidentiality of all reports and records in accordance with UC policy, applicable laws regarding records retention and the policies and practices of the Office of Ethics and Compliance.

The Case Coordinator may cross-train with other divisional personnel to provide case management coverage as needed.

QUALIFICATIONS
  • Bachelor's degree in related area and / or equivalent experience / training.

  • Demonstrated experience in exercising independent judgment in the assessment and planning of workplace investigations.

  • Strong project management skills including planning, overseeing progress to ensure timely completion, and communicating progress with stakeholders.

  • Strong analytical and problem-solving skills, and experience in researching, interpreting data, and writing reports. Knowledge of database management and ability to generate reports from data set.

  • Ability to gather, organize, complete analysis and develop recommendations in the completion of assignments. Demonstrated skill in conveying facts, analyses, conclusions and recommendations in a logical, concise written work product.

  • Demonstrated commitment to equity, diversity, and inclusion. General knowledge of diversity, equity, and inclusion, including the complexities of the intersections of identities including, but not limited to, race, ethnicity, gender, religious affiliation, sexual orientation, and class background.

  • Thorough knowledge of ethics and compliance profession, theories and systems of internal control, and professional compliance and investigations standards.

  • Ability to handle multiple assignments by effectively planning, organizing and prioritizing assignments (multi-tasking of work) with demanding timeframes.

  • Experience maintaining strict confidentiality.

  • Ability to present information in a clear and concise manner both in writing and verbally. Analytical skills and experience to evaluate evidence, research and interpret data, write cogent, objective and persuasive reports, and present analyses both orally and in writing.

  • Strong interpersonal skills and ability to collaborate effectively with diverse groups. Skills in coalescing viewpoints and facilitating outcomes in group settings. Able to independently communicate with investigation complainants and subjects, as well as campus personnel at all levels on potentially sensitive matters. Work as part of a university-wide community to resolve complaints and issues and be empathetic toward others.

  • Ability to read and interpret complex legal documents such as court cases, laws and guidelines to evaluate their impact on University policy and procedures.

  • Broad knowledge of University ethics and compliance policies, procedures and programs.

  • Ability to establish and maintain productive working relationships with campus administrators, staff, faculty and students. Ability to assist or consult with administrators, staff and faculty in assessing procedural, policy or ethical concerns in complex matters.

  • Ability to remain neutral, independent and objective, and to maintain the confidentiality of sensitive work-related information.

  • Applies thorough ethics and compliance concepts and applications in the completion of assignments. Skills in problem-solving.

  • Exceptional tact, diplomacy, discretion, professionalism, and judgment in the exercise of decision making and higher-level communications.

  • Proficiency in Microsoft applications with an emphasis on Word, Excel and PowerPoint.

SPECIAL CONDITIONS

  • Position is designated "Confidential" within the meaning of the Higher Education Employer/Employee Relations Act (HEERA).

  • Per the Child Abuse and Neglect Reporting Act (CANRA), this position has been identified as a Mandated Reporter. The selected candidate will be required to report known or suspected child abuse or neglect as defined by CANRA and will be required to sign a Statement Acknowledging Requiring to Report Child Abuse prior to commencing employment.   • This position has been identified as a Campus Security Authority pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), and requires immediate reporting of Clery Act crimes occurring on Clery Act geography to the UC San Diego Police Department (UCPD). It is the responsibility of the CSA to ensure they obtain proper training in order to fulfill their reporting responsibilities as required by the Clery Act and University policy, and to complete and submit the required reports to the UCPD without delay.

Pay Transparency Act

Annual Full Pay Range: $88,000 - $161,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $42.15 - $77.39

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
