Asphalt Terminal Operations Manager

Purpose
The Asphalt Terminal Operations Manager will lead day-to-day operations at our liquid asphalt distribution terminal. The ideal candidate brings deep expertise in asphalt blending, and terminal equipment maintenance, combined with a strong commitment to safety and operational excellence. This role is responsible for ensuring efficient terminal operations, regulatory compliance, inventory accuracy, and team development.

Focus & Scope
Essential duties and responsibilities, i.e. those which are basic, necessary, and an integral part of the job, are indicated below:

Operations Management
  1. Direct all terminal operations including receiving, storage, blending, and dispatch of liquid asphalt products
  2. Oversee terminal blending operations for PG and AC grades, and polymer and rubber modified asphalt
  3. Coordinate scheduling of inbound shipments (rail and truck) and outbound deliveries to optimize throughput and minimize demurrage
  4. Maintain accurate inventory records and manage tank farm operations to ensure product quality and availability
Safety & Compliance
  1. Ensure full compliance with OSHA, EPA, air quality, and stormwater regulations
  2. Develop, implement, and enforce standard operating procedures (SOPs) and safe work practices
  3. Conduct regular safety inspections of equipment, facilities, and operations
  4. Lead incident investigations and implement corrective actions
  5. Maintain all required permits and documentation
Equipment & Maintenance
  1. Oversee preventive and corrective maintenance of terminal equipment including pumps, heaters, boilers, heat transfer systems, and blending equipment (Siefer mills or equivalent)
  2. Manage boilers and all fired equipment maintenance and ensure compliance with local air quality requirements
  3. Coordinate with contractors and vendors for specialized repairs and inspections
  4. Monitor boiler water chemistry and maintain treatment programs
Quality Control
  1. Supervise QA/QC testing processes for asphalt and modified products
  2. Ensure products meet customer specifications and industry standards
  3. Investigate and resolve quality issues promptly
Team Leadership
  1. Hire, train, and develop terminal operations staff
  2. Conduct performance evaluations and provide ongoing coaching
  3. Train personnel on proper handling of hazardous materials and emergency response procedures
  4. Foster a culture of safety, accountability, and continuous improvement
Administrative
  1. Manage terminal operating budgets
  2. Track and report key performance metrics
  3. Maintain records in inventory management systems (SAP, Tank Master, or similar)
  4. Coordinate with sales, logistics, and supply chain teams
  5. Proactive approach to evaluating and adopting emerging technologies, including AI tools, to enhance operational efficiency, improve safety protocols, and optimize terminal throughput

  • HMA Producers (both internal and external), Paving Contractors, Public Agencies, Suppliers

  • Sales, Logistics, Resource Planning, Environmental, Operations, Safety, Quality Control

Role Qualifications & Requirements

Education:
  • Bachelor's Degree in Engineering, Construction Management or Business or an equivalent combination of training, education and experience.
Experience and Industry Expertise:
  • Minimum 10 years of experience in asphalt terminal operations, with 5 years in a supervisory or management role.
Preferred Expertise:
  • Familiarity with California environmental and air quality regulations
  • Experience with both rail and truck receiving operations
  • Knowledge of API tank inspection standards

Specific Job Requirements:
  • Successful completion of pre-employment drug, alcohol, and background investigation.
  • Valid Driver's License; ability to obtain TWIC card if required
  • Demonstrated expertise in asphalt blending operations including polymer-modified asphalt
  • Strong knowledge of terminal equipment maintenance and troubleshooting
  • Proven track record of safety leadership and regulatory compliance
  • Experience with inventory management systems and logistics coordination
  • Ability to read and interpret technical specifications, P&IDs, and equipment manuals
  • Must demonstrate ability to effectively lead, manage, coach, mentor and develop staff.
  • Must demonstrate the ability to originate and drive operation initiatives, changes and enhancements.
  • Must demonstrate the ability work well under pressure, remaining composed and professional. Must demonstrate strong organizational skills and time management practices.
  • Proven ability to build solid relationships and build trust with key stakeholders considering needs, challenges, and objectives
  • Exceptional leadership abilities with experience managing cross-functional teams with both internal and external consultants and partners and stakeholders
  • Current on all company required safety training
  • Proficient with Microsoft Office Suite or related software.

Equipment Used, Physical Demands, and Work Environment

Equipment Used:
  • General office equipment, telephone, automobile, personal protective equipment (i.e. safety glasses, hearing protection) when visiting plants.
Physical Demands & Work Environment: The physical demands and work environment characteristics are representative of those that must be met by an employee to successfully perform the essential functions of this job.   • Physical: Sitting for long periods of time working on the computer or attending meetings. Job site require walking on uneven ground, steep slopes, and exposure to extreme temperature and/or humidity. Ability to climb ladders and stairs, and work at elevated heights. Some lifting of materials and equipment up to 50 lbs.
  • Work Environment: Typical office environment with adequate temperatures and lighting, low levels of noise. Exposed to the conditions of job sites which can include loud noise, dust, fumes, and extreme weather conditions prevalent at the time. Ability to respond after-hours to operational needs.

BASE SALARY RANGE:
$130,000.00 - $180,000.00
This position will be eligible for a performance-based bonus.
The range displayed reflects the range the company reasonable expects to pay for the position. The actual base salary is subject to variation due to the role, level, geographic location, relevant education, training, or experience, among other factors.
