Hiring Range: $107,687 - $121,712

Summary
Determines valuation of taxable and exempt property in compliance with Massachusetts State Department of Revenue
(DOR) guidelines. Performs annual revaluation of Real Estate and Personal Property. Reviews taxpayer filings for local
abatement relief and legal appeals. Conducts review of sub-group market analysis, comparisons, and adjustments.
Prepares annual budget, monitors expenses, approves payroll. Prepares Bids for Professional services. Supervises
Assistant Director and Office Manager. Performs all other related work, as required.

Essential Functions
The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The

* Performs annual property valuation and 5-year DOR certification of Real Estate (Residential, Commercial, Industrial,
Exempt) and Personal Property to comply with MA State regulations.
* Reviews and enforces department procedures and best practices for property inspections and data collection.
* Utilizes the CAMA database to create new and update existing property valuations. Runs valuation reports and
analyzes data and results. Collaborates with vendors and subcontractors on data review analytics and corrections.
* Maintains current knowledge of general and local real estate trends in residential, commercial, industrial and personal
property; applies knowledge and best practice methodologies to establish appropriate market value. Conducts reviews
of sub-group markets, comparisons, and makes adjustments as needed.
* Reviews data and calculates income & expense approach valuations for commercial and industrial property.
* Prepares and submits annual valuation reporting to the DOR for the Tax Rate Recap and other miscellaneous filings.
Primary point of contact for DOR representatives for ad-hoc reporting and analysis. Responsible for annual New Levy
Growth calculations for all property classes.
* Directs the preparation of annual tax rate options and supporting documentation for the Board of Assessors and
Select Board. Provides support at annual tax rate hearings.

* Oversees the review and processing tax abatement and applications and legal appeals. Represents the Town at
Appellate Tax Board hearings, prepares materials and exhibits, may provide expert testimony. Collaborates with
property appraisers and attorneys.
* Presides over Board of Assessor public meetings. Provides technical assistance and makes recommendations to the
Board on valuation, abatements, exemptions, classification and legal proceedings.
* Oversees departmental procedures for property tax valuations, exemptions, supplemental tax billing and motor
vehicle excise abatements.
* Supervises Assistant Director of Assessing, Office Manager, and Administrative Assistant.
* Approves bi-weekly payroll and invoices to accounts payable. Prepares annual budget providing details by expense
groupings. Prepares and evaluates bids for Professional services. Prepares Annual Town Reports for Assessing.
* Performs other similar or related duties, as required or as situation dictates.

Supervision
Supervision Scope: Performs varied and responsible functions requiring a working specialized knowledge of complex
departmental operations and the exercise of judgment and initiative, particularly in situations not clearly defined by
precedent or established procedures.

Supervision Received: Works under the broad guidance of the Assistant Town Manager for Finance following department
rules, regulations and policies; duties require the ability to plan and perform operations and independently complete
tasks, according to prescribed time schedules. Provides staff support to the Lexington Board of Assessors for overlay,
appeals, and tax relief matters.

Supervision Given: Supervises Assistant Director of Assessing and the Administrative Assistant/Office Manager.

Recommended Minimum Qualifications
Education, Training and Experience
Bachelors of Arts or Science degree or equivalent and 5 years of experience as Massachusetts State licensed Real Estate
Appraiser with 3 years of supervising direct reports, or an equivalent combination of education, training and experience
are required. Computer proficiency is required.

Special Requirements:
MA Accredited Assessor (MAA) designation, or MA Appraisal license at the time of hire is required; with the ability to
obtain and maintain MA Accredited Assessor designation within one year.
Valid Massachusetts Driver's license is required.

Knowledge: Advance knowledge of Mass General Laws, including MGL, Chapter 59, Assessment Valuation and
procedures. Expert knowledge of Real Estate Assessing. Knowledge other federal, state and local laws required for
department operations. Familiarity with town government and municipal operations that support and/or rely on assessing
functions and data. Knowledge of CAMA software database. Knowledge of financial record keeping, procurement and
budgeting. Knowledge of best management practices for supervising staff.

Ability: Ability to interact appropriately and tactfully with customers. Ability to maintain effective working relationships.
Ability to demonstrate understanding of regulations. Ability to maintain detailed and accurate records. Ability to learn new
and existing computer and software applications. Ability to plan, prioritize, self-direct and work independently. Ability to
follow detailed timetables. Ability to multi-task. Ability to maintain confidentiality. Ability to display diplomacy, pragmatic,
and positive people skills. Ability to hire, train, evaluate and discipline staff.

Skills: Excellent customer service and organization skills. Proficient written and verbal communication skills. Proficient
public speaking skills. Proficient computer skills with MS Office Suite applications required, and CAMA database, GIS, Tax
Maps, MLS/Sales and MUNIS preferred. Proficient database management, report writing and analytical skills.

Job Environment
* Work is performed in office environment with moderate noise levels and occasionally in outdoor weather
conditions for the purpose of property inspections. Work is subject to fluctuations, and administrative deadlines.
Employee routinely attends evening and may attend weekend meetings.
* Operates computer, printer, telephone, copier, scanner, and all other standard office equipment.

* The employee has frequent contact with internal and external customers, including the public, property owners,
computer assisted mass appraisal software vendors, attorneys/tax representatives, MA municipalities,
independent private Fee Appraisers, Tax Collector, and Land Use Department.
* The employee has access to confidential information.
* Errors could result in monetary loss legal ramifications.

Frequently the employee is required to stand, walk, sit, and use hands to finger, handle or feel. Occasionally the

weighing up to 10 pounds. The employee seldom must lift and/or move objects weighing up to 30 pounds. Close,
distance, color vision, and depth perception are required. Vision and hearing at or correctable to normal ranges is
necessary. This position requires the ability to operate a keyboard at efficient speed. The position requires the ability to
operate effectively light trucks, automobile, hand tools, camera, laser dimension measurement device, and on occasion
hard hats.
