Job Summary
#CA-KN This position reports directly to the Fire Marshal. The Assistant Designated Campus Fire Marshal (AFM/DCFM) is a highly specialized position as a subject matter expert with designated regulatory authority in accordance with the UC Statewide State Fire Marshal (SFM) and Health Care Access, Information/Office of Statewide Planning and Development (HCAi/OSHPD) MOU's, and specialized authority for Control Area Compliance in accordance with the UC Presidents Directive on Hazardous Materials Compliance. The AFM/DCFM supports the Lead Designated Campus Fire Marshal in the leadership, management, and administration of the UC Davis Health - Fire Prevention Department. This role provides direct supervision of Fire Prevention Inspectors, manages daily operations, enforces compliance with fire and life safety codes, and represents UC Davis Health in interagency coordination with local, state, and federal regulatory bodies. Duties include, but are not limited to reading, interpreting, applying, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM) and OSHPD, as well as UC and UC and UCDH policies. This position will act as a managerial leader with a high degree of knowledge in the overall fire & life safety and Hazardous Materials fields with recognized expertise in specific areas fire & life safety in health care facilities, plan review and new construction inspection, Hazardous Materials storage, use and hazard mitigation best practices, inspection data metrics, and fire & life safety education. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, procedures, processes, and resources. In this position, the individual will oversee detailed monthly, quarterly, and annual inspections of buildings under the authority of California Statutes and Regulations. Oversee development of fire and life safety education to occupants. Oversee hazardous materials and functional use of space during construction plan review and validate post occupancy for compliance. The AFM/DCFM serves as a designated Deputy State Fire Marshal for purposes of fire and life safety education, engineering, and enforcement. The AFM/DCFM serves as an OSHPD Fire and Life Safety Officer II for UCDH HCA- projects.
This position may temporarily serve as Lead in the absence of the Lead Designated Campus Fire Marshal. (Note that SFM has the sole authority to approve a candidate as an SFM DCFM and/or LCDFM. HCAi has the sole authority to approve a candidate as an FLSO II). A person hired into the position of AFM/DCFM must obtain and maintain these designations as a condition of employment.
The AFM/DCFM is a member of the EH&S/fire prevention leadership team and provides strategic and operational advice to the EH&S Director and Fire Marshal to advance the overall goals of the department. The AFM/DCFM supervises fire inspectors and other professional staff in the execution of all responsibilities related to fire safety in healthcare facility design and construction. Supervision responsibilities include recruitment, retention, and performance management of employees to assure their competency and professional development. In fulfilling these responsibilities, the AFM/DCFM must consider the UC's diversity, equity and inclusion by-design practices. Additionally, persons in this position are expected to occasionally lead, instruct, and/or perform plan reviews, construction inspections, and existing building inspections. The AFM/DCFM participates in the Hospital Incident Command System as directed. Additionally, the AFM/DCFM applies The Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations. This position will report directly to the Fire Marshal. - Designation by OSFM (California Office of the State Fire Marshal)/ OSFM Fire Prevention Series (Inspector and Plans Examiner)/HCAI-OSHPD (California Health Care Access and Information Designation) as FLSO II within 6 months from date of hire or as otherwise approved by the Designated CFM.
- Required to hold a valid California driver's license, have a driving record that is in accordance with local policies/procedures, and/or enroll in the California Employer Pull Notice Program
- Graduation from an accredited four-year college with a major in fire science, fire protection administration and technology, engineering, chemistry, physics, or architecture or equivalent experience and/or training.
- 5 Years of experience performing full-time plan review and/or technical inspections or supervision of general construction projects for fire and life safety compliance in a public or private fire prevention agency, or 2 years of experience working with OSHPD as an FLSO II 2 Years involved in the construction of health facilities projects.
- Knowledge of: 1. Nationally recognized standards, associations, regulations, and laws relating to the certification of products and licensing and servicing requirements of fire protection systems and portable fire extinguishers to conduct inspections. 2. Industry equipment standards for fire suppression, detection, and smoke management for fire and life safety. 3. Construction and operation of fire protection equipment for safety regulation inspections and code compliance. 4. Proper grammar, spelling, punctuation, and sentence structure to ensure that written materials are complete, concise, and error-free. 5. Construction and engineering terminology and principles for proper application to the job. 6. Fire prevention and protection technology to understand building construction and maintenance to ensure code compliance and fire and life safety. 7. Fire behavior (e.g., spread, growth) to understand building construction, maintenance, and safety issues to ensure code compliance and fire and life safety. 8. Legal considerations of code modifications to meet compliance measures.
- Skill to: 1. Drive appropriate Department vehicles. 2. Operate a desktop computer and laptop using basic computer skills. 3. Skill and knowledge to apply fire, building, and life safety and hazardous materials codes and regulations, as well as UCDH policies, procedures, standards, and requirements while conducting inspections, plan reviews and of UCDH.

Learn and correctly interpret and apply departmental policies and procedures and pertinent local, State, and Federal codes, regulations, and laws. 8. Demonstrates ability to manage numerous details simultaneously and work under severe time constraints, competing deadlines, conflicting demands, and frequent interruptions. 9. Establish and maintain effective working relationships with those contacted in the course of work. 10.Demonstrates knowledge of correct grammar, spelling and punctuation to compose and edit documents. Excellent proofreading skills. 11 Ability to exercise independent judgment in solving issues and adhering to the UCDHS Policies and Procedures. 12. Analytical and problem-solving skills to handle a wide variety of assignments in different phases to determine appropriate action. Ability to recognize when a problem or emergency must have an immediate response and then be able to initiate action. 13.Demonstrates abilities to generate innovative ideas, originate action without instruction, establish priorities and goals, and to work independently. 14. - Bachelors degree in Fire Science, Construction, Chemistry, or similar related field.
- 10 years of experience in a Fire & Life Safety organization with progressive advancement to a critical supervisory role. Health Care Fire & Life Safety background.
- Demonstrate a high-level knowledge of the California Health and Safety Code sections under the authority of the Office of the State Fire Marshal, California Code of Regulations Title 24, NFPA, and other standards required for Fire Prevention activities within the state of California.

Work Environment UC Davis is a smoke and tobacco free campus effective January 1, 2014. Ability to maintain maximum confidentiality and professionalism while working with complex issues. Ability to work in a non-smoking nicotine free environment. The incumbent will be exposed to alarms and other auditory warning devices. Must be able to function in a multidisciplinary and fast-paced work environment while maintaining quality, accuracy, completeness, and timelines. This position requires individuals to have the mobility to climb ladders and stairs and be able to differentiate between various alarm signals. This position requires the incumbent to work with or be in areas where hazardous materials and/or infectious diseases are present and, as such, the incumbent will be required to participate in a medical monitoring program and other programs necessary to enter a hazardous materials environment.
