What you will do
- Lead and execute full lifecycle business development and capture efforts for DoS opportunities, including large-scale ($50M+) pursuits
- Build and maintain strong relationships with key decision-makers within the Department of State.
- Develop and implement capture strategies, win themes, and proposal plans aligned with customer needs and acquisition timelines
- Conduct market research and competitive analysis to inform teaming strategies and price-to-win efforts
- Facilitate strategic meetings with customers, partners, and internal stakeholders to shape opportunities
- Drive proposal development activities, including white papers, RFIs, and other capture artifacts
- Apply BigBear.ai's capture planning methodology and document progress throughout the process
- Provide regular updates to senior leadership on capture status, risks, and milestones
- Mentor junior staff and contribute to the continuous improvement of BD processes
- Conduct post-capture reviews to identify lessons learned and refine future strategies
What you need to have
- Bachelor's degree and 12+ years of relevant experience, or Master's degree with 8+ years; additional experience may be considered in lieu of a degree
- Proven success leading complex capture efforts in the federal space, ideally within the Department of State
- Strong leadership and organizational skills with the ability to manage multiple high-value pursuits simultaneously
- Excellent communication and presentation skills, with experience briefing senior executives
- Technical writing and proposal development expertise
- Ability to lead and collaborate with virtual teams
- Willingness to travel as needed

- Established network of contacts within DoS and related federal agencies
- Experience working with marketing teams on lead generation and branding initiatives
