JOB SUMMARY, DESCRIPTION & QUALIFICATIONS: Job Summary The Manager, Safety & Security oversees the daily operations of the Security Department, ensuring a safe and secure environment for students, staff, and visitors. This role supports the Director of Safety and Security in developing, implementing, and maintaining college-wide safety, security, and emergency response programs. Responsibilities include ensuring compliance with federal and state regulations such as the Clery Act, Title IX, OSHA, and DSPS standards, as well as participating in emergency planning, drills, and investigations. The Manager, Safety & Security provides leadership in staff development, crisis response, and continuous improvement of safety systems. This position also manages campus-wide security services, including operations at Regional Campuses. Additionally, the Manager, Safety & Security supervises student security staff and the non-exempt Security Supervisor, ensuring appropriate staffing, training, and consistent implementation of security policies and protocols to maintain a safe campus environment. The Manager, Safety & Security will also carry out risk management functions, including budgeting, invoicing, insurance policy review and renewal, analysis, College policy development, and training as needed to ensure the students, employees, and assets of the College are protected. Essential Functions and Responsibilities Security Operations & Customer Service:
Lead and model manager's competencies, ensuring the implementation of safety, security, risk management programs fit the College culture and that the office is working in collaboration with leadership, employees, students and community with highly effective communication and facilitation skills. Conduct security screenings at the Alternative High School including metal detector checks, to prevent unauthorized items. Patrol campus areas, respond to safety concerns, and provide personal escorts as needed. Enforce Campus policies, and the Student Code of Conduct. Provide and assist with "customer service" needs such as student questions, vehicle jumpstarts, vehicle lockouts, lost-and-found, and provide directions to campus locations. Maintain strong campus relations through effective and cultural appropriate community policing efforts. Develop and maintain campus-wide security plans and technology operations (access control, camera systems, alarms). Point person with other departments such as Student Services, IT, etc., for security questions, issues, process change management, conduct hearings/investigations, and technology. Expertise with Clery Act and Title IX compliance, including incident reporting, record maintenance, and collaboration with Human Resources and Student Services. Serve as a secondary emergency manager during critical incidents and act as a liaison with local law enforcement, fire, and emergency medical services. Serve as primary in Director's absence. Collaborate with Facilities, Risk Management, and HR and serve as lead on worker compensation cases and safety training programs. Oversee regional campus safety and security operations, ensuring consistency of policies and emergency protocols. Support the annual insurance renewal process by preparing documentation, coordinating with carriers, and ensuring timely submission. Lead in Director's absence or as assigned. Provides assistance with and supports the development, monitoring, and management of budgets related to safety and security, risk management, and overall campus safety initiatives. Perform other related duties as assigned by the Director of Safety and Security.
Supervision & Training:
Manage and develop staff including student security employees and one full-time Security Supervisor; oversee daily operations of security personnel, including scheduling, hiring student staff, and performance evaluation. Maintain security policies, employee records, and training manuals. Provide security training to staff and collaborate on operational needs. Ensure adherence to security protocols and provide guidance as needed. Assist the Director of Safety and Security with leadership initiatives and facilitate emergency preparedness and safety training. Facilitate and develop coordination of college-wide emergency preparedness and response programs including planning, training, and drill facilitation Develop, implement, and maintain security, safety, and risk management programs to protect students, employees, and college assets. Assist with risk identification, analysis, and mitigation strategies, including insurance claims coordination and loss prevention programs. Develop, update, and deliver training on safety, security, and risk topics for employees and students.
Incident Reporting & Emergency Response:
Conduct investigations under the direction of the Director of Safety and Security. Handle cases related to Title IX, policy violations, behavioral concerns, theft, and other conduct issues. Maintain case records, document incidents, and review security footage. Respond to campus emergencies, including medical situations, severe weather, and fire alarms. Oversee medical emergency responses and coordinate necessary resources. Recognize and manage facility-related emergencies. Collaborate with local law enforcement, EMS, and fire departments for emergency response. Assist with workers' compensation administration by reporting incidents, monitoring claims, and implementing preventive measures to reduce workplace injuries.
Facility & Preventative Maintenance:
Monitor and report facility hazards, security camera malfunctions, and access control issues. Submit work orders for maintenance needs and assist with minor winter maintenance tasks. Ensure proper placement of emergency signage and assist with event security. Conduct safety and security drills at regional campuses. Conduct or assist with environmental health and safety (EHS) inspections, ensuring compliance with OSHA, DSPS, and other applicable standards. Promote a culture of safety, service, and continuous improvement through data-driven decision-making and community engagement. Assist the Director of Safety and Security with risk management activities, including identifying, assessing, and mitigating potential campus hazards. Conduct or assist with safety audits, risk assessments, and facility inspections; recommend and track corrective actions.
Supervisory Responsibility:
Provide input during the hiring process, oversee training, conduct performance evaluations, and support professional development. Assign work and projects, ensuring alignment with institutional goals and priorities. Support employee engagement, professional growth, and collaboration within the team. Ensure compliance with College policies, procedures, and security protocols.
Minimum Qualifications Required In limited circumstances, NTC may consider a combination of education, training, and experience which provides the necessary knowledge, skills, and abilities to perform the duties of this position. Education: Bachelor's Degree Related fields including, but not limited to: communications, business, or project management, public safety, environmental health & safety, risk management Experience: 3 Years Additional Experience Information: Bachelor's degree in criminal justice, safety management, emergency management, risk management, or a related field is preferred. An associate degree in a related discipline may be considered with three to five years of progressive experience in safety, security, or risk management, supplemented by relevant professional certifications. Knowledge, Skills and Abilities In order to perform the functions and responsibilities of the position (listed above) the following knowledge, skills, and abilities, including language skills, reasoning and mathematical abilities are essential. Language Skills: Ability to read, write, analyze and interpret complex documents; present topics to internal and external individuals of all levels. Math Skills: Ability to accurately add, subtract, multiply, and divide in all units of measure; compute rate, ratio, and percent. Reasoning Ability: Ability to critically think and solve problems involving a variety of concrete variables with limited standardization; interpret written, oral and diagrammed instructions. Technical Skills: Ability to manage and track document changes; create, modify and format templates and files; ability to use multiple computer screens and multitask in several computer applications. Customer Service Skills: Ability to understand complex concerns and formulate solutions; communicate professionally with various audiences in different situations. Other Requirements
Carrying a firearm and demonstrating proficiency with less-lethal devices (such as Tasers, OC spray, and portable breath testers) are preferred but not required. Candidates who meet state-mandated firearm training, certification, and insurance standards may be authorized to carry on campus. If driving is required as part of the position, individual must possess an appropriate driving class of Wisconsin license, which is valid, and a clean driving record of four years and the ability to maintain that and meet NTC's insurance carrier standards. Comprehensive understanding of security, safety, and emergency response operations in higher education settings. Knowledge of OSHA, DSPS, EPA, and other safety and risk management standards. Ability to conduct inspections, lead training, and manage safety documentation and regulatory reporting. Strong leadership, supervisory, and communication skills; ability to train and evaluate staff. Competence in crisis management and emergency coordination using Incident Command principles. Familiarity with Clery Act, Title IX, and other campus safety compliance requirements. Strong interpersonal and problem-solving abilities, with commitment to equity, inclusion, and service excellence. Ability to use data systems, access control, video management, and other safety technologies. Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and related software programs; ability to prepare reports, presentations, and data analyses effectively. Certifications related to occupational safety, emergency management, risk management, or public safety are preferred and considered beneficial.
