Qualifications


Education and Experience: Education equivalent to graduation from a standard high school AND experience equivalent to four years of supervisory (or higher) customer service work. Additional coursework at an accredited college or university may be substituted for the required experience on a year-for-year basis to a maximum of two years.

Necessary Special Qualifications: Applicants for this class must:
  1. Complete a background clearance application which includes releasing all records involving any criminal history and completing a fingerprint-based and name-based criminal history records check;
  2. Never have been convicted or found not guilty by reason of insanity in a civilian or military jurisdiction of any Permanent disqualifying criminal offense listed in section 1572.103(a) of the Code of Federal Regulations (CFR) - Title 49 (disqualifying offenses);
  3. Never have been convicted or found not guilty by reason of insanity in a civilian or military jurisdiction within the 7 years preceding the date of application of any Interim disqualifying criminal offense listed in section 1572.103(b) of the Code of Federal Regulations (CFR) - Title 49 (disqualifying offenses);
  4. Not have been released from incarceration within the 5 years preceding the date of application for any Interim disqualifying criminal offense listed in section 1572.103(b) of the Code of Federal Regulations (CFR) - Title 49 (disqualifying offenses);
  5. Not be under want or warrant for a felony listed in section 1572.103(a) or section 1572.103(b) of the Code of Federal Regulations (CFR) - Title 49 (disqualifying offenses);
  6. Possess a valid motor vehicle operator's license or be able to obtain one prior to appointment.

Overview

An employee in this class oversees operations in driver services centers within their assigned district. Work includes supervising staff and scheduling their work, ensuring each driver services center has the resources necessary to conduct operations, and enforcing driver's license issuance policies and procedures. This classification would supervise Driver Services Branch Managers in their assigned district and report to a regional manager, who is responsible for overseeing operations in multiple districts. This classification differs from Driver Services District Manager 2 in that the latter oversees operations in a Driver Services district with high levels of activity and larger service population.

Responsibilities

  1. Oversees assigned driver services centers within assigned district, including regular travel to all locations, ensuring all centers have the necessary resources to conduct operations, and consulting with higher management to improve efficiency, staffing, and service delivery.
  2. Supervises, trains, evaluates, and manages employees, including setting expectations, providing guidance, reviewing performance, handling disciplinary issues, and recommending personnel actions across multiple locations.
  3. Oversees customer service operations, including resolving complaints, assisting with complex issues, responding to inquiries, and ensuring consistent, accurate information is provided to the public regarding licensing procedures and legal requirements.
  4. Ensures all testing and licensing functions are conducted in accordance with state law, rule, and agency policy, including the administering and evaluating vision, written, and road tests, verifying applicant qualifications, and operating necessary equipment to determine eligibility for commercial and non-commercial licenses.
  5. Coordinates administrative and office operations, such as preparing reports and correspondence, approving expenses and time entries, managing records, and ensuring compliance with regulations and procedures.
  6. Responsible for maintaining and overseeing district-wide inventory, office equipment, and facilities, including purchasing supplies, arranging repairs, and recommending upgrades or replacements as necessary.
  7. Engages in interdepartmental and public communication, attending meetings and workshops, coordinating with other units, and maintaining professional contact with stakeholders to ensure effective operations and adherence to procedures.

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:

  • A valid driver's license
  • For the past five years, the candidate's driver record must not have record of the following violations: driving under the influence (DUI), reckless driving, license suspension for moving violations, more than 4 moving violations.
