Role Description:

The Manager, Materials Management, is responsible for the overall data analytics and administrative services conducted within materials management for maintenance and service parts for DC Water operations. Functional responsibilities of the position include, but are not limited to the integration between the CMS and the ERP systems at DC Water; the Item Master within the CMS, inventory planning, management and control; supplier and contract management; purchasing and purchase order management; and facilitating the completion of the payment process for Materials Management's purchase orders.

Essential Duties & Responsibilities:
  • Conducts daily monitoring, editing and quality assurance of data entered into the DCW Item Master.
  • Verifies the proper functioning of the CMS and ERP integration, collaborating with IT and the financial systems team to identify and resolve any system outages.
  • Manage and maintain all maintenance and services parts procurement processes. Oversee the development and maintenance of a supply base sufficient to support current and future operational needs. Ensure that the parts and supplier databases are complete and, accurate including listing of parts, parts information, supplier capability and pricing. Manage maintenance and service parts purchases and contracts.
  • Manage inventory planning and budgeting. Convert the requirements from maintenance and planners to an inventory level, deployment and flow plan. Translate the inventory plan to an inventory budget and purchase plan.
  • Manage supplier development. Manage supplier quality processes including new vendor qualifications audits as well as surveillance audits of active suppliers. Manage supplier corrective action request and resolutions. Oversee the maintenance of an approved supplier/subcontractor list.
  • Manage all contract administration actions within Materials Management; coordinate, plan, and implement acquisition strategy for all Materials Management procurements.
  • Develop and implement effective policies and procedures aimed at achieving the Materials Department's mission and goals related to supply chain management to include Purchasing operations.
  • Maintain a close relationship with the Engineering, Waste Water Treatment and Customer Care Departments to ensure effective Bill of Material and spare parts lists.
  • Develop and maintain Materials Department procedures and work instructions. Develop and maintain data for key performance indicators to demonstrate effectiveness of Materials Department processes and to provide data for analysis to drive process improvement.
  • Demonstrate the ability to analyze complex situations. Demonstrate the ability to create and execute plans to improve the situation.
  • Evaluate employee performance for all direct reports and submit required performance appraisals.
  • Serve as a major contributor in the development and implementation of ERP, Supply Chain software and Asset Management System improvements.
  • Perform other duties and projects as assigned at the discretion of the Senior Materials Manager.

Supervisory Responsibilities: Provide daily planning, administration and management of his/her area of responsibility. Individually, or through subordinates, ensure the selection, assignment, supervision, promotion, discipline and training of personnel within the area of responsibility.

Key Working Relationships: Interact with DC Water managers and supervisors, outside agency, officials, contractors and suppliers, etc. Maintain strong working relationships with senior staff in other DCW departments.

Required Skills & Qualifications

Required Experience:
Seven (7) years of progressive experience in supply chain management and operations management.
Demonstrated experience in Oracle Cloud ERP, City Works and MAXIMO. Experience will include system management and improvement.
Minimum Education Requirements:
Bachelor's degree in Business Administration, Operations Management, Materials Management, Logistics' or related field from an accredited college or university.
Required Skills:
Strong management and team leadership skills with the ability to develop strong support for change with all levels of internal and external organizations.
Possess excellent written and oral communication skills, including subordinates, peers and superiors.
Strong analytical, planning and organizational skills.
Skills shall include presentations to upper-level management.
Project management and team leadership skills in a multi-location environment, inclusive of three (3) years of supervisory experience
Working knowledge of inventory management systems and purchasing/planning systems.
Exhibit a comprehensive knowledge and demonstrated success in management of complex supplier relationships.
Proficiency in MS office suite including Excel, Word and Teams and other necessary, applicable software programs, including systems management software.

Physical Requirements:
Subject to noise, vibration and hazards generated from a variety of physical conditions.
Subject to atmospheric conditions that affect the respiratory system or skin such as dust, mist, grease, inclement weather and poor ventilation.
Ability to work on hard surfaces, stand, stoop, bend, and work in tiring and uncomfortable positions.
Ability to lift and carry supplies, materials, and equipment that weigh up to 60 lbs.

Prefer a Master's degree or completed graduate studies or other accredited study In Supply Chain, Logistics or Materials Management.
APICS Certified in Production and Inventory Management (CPIM) or APICS Certified Supply Chain Professional (CSCMP) is preferred.
