Position Description

Perform administration and coordination of administrative related issues concerning the department including labor relations, workforce planning, performance management, development and training; and coordination and implementation of department-wide policies, and communications.

Job Duties and Responsibilities

- Act as a Departmental representative for labor relations, grievances and employee relations matters.
- Lead departmental process improvement initiatives, succession planning, and oversee employee job changes.
- Assist in developing and implementing business plans that incorporate into day to day work activities as well as strategic long term plans and vision.
- Participate and incorporate the results of the employee survey into the Business Plan. Consult with Division Directors and staff to develop strategies to address findings and indicators.
- Develop department initiatives that address specific areas of concerns; and initiate a departmental response to Enterprise wide initiatives as appropriate.
- Develop, write, and update department employee policies and procedures.
- Provide guidance, advice, and support to directors, managers, and supervisors on personnel issues, including labor contract interpretations, position management, performance review process, training and development, and workforce planning.
- Act as Departmental Communications lead, informing all stakeholders of Departmental initiatives to ensure communication to stakeholders.
- Create, develop, and implement employee recognition programs to promote employee engagement and value.
- Coordinate with Manager of Field Support on all employee safety matters.
- Coordinate with Field Support Manager on plans that will incorporate safety programs into the Enterprise wide health and wellness Plans.
- Coordinate with Field Support Manager to ensure adherence to all state and federal safety requirements and develop system to address all violations.
- Participate in the development and conduct regular training sessions to all appropriate department employees through schedules for safety and administrative day programs.
- Ensure that all policies and procedures are in compliance with enterprise procedures and standards and update as changes occur.
- Maintain confidentiality and discretion.

Minimum Qualifications: Bachelor's Degree in Business Administration, Public Administration or a closely related field Minimum Experience: Five years of related experience, which includes supervisory or management experience Licenses/Certifications: N/A
Equivalency:
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge, Skills and Abilities

* Considerable knowledge of Public Works functions and business planning processes and understanding of workforce recruitment, retention and supervisory issues. * Proven supervisory skills and the ability to clearly assign responsibility for tasks, and decisions, and set clear objectives and measures; and to design feedback loops into work. * Knowledge of climate assessment processes and investigative processes, and sensitivity to how people and organizations function, and ability plan an approach to avoid problems * Knowledge of business administration, public administration and public relations. * Ability to accurately scope out the length and difficulty of tasks, develop schedules and task/people assignments, anticipate and adjust for problems * Excellent communication skills, including public speaking and presentation skills, and effectiveness in various settings in both written and oral communication, and with various sized groups, and can command attention and mange communication process, able to adapt when something isn't working. * Ability to discern macro versus micro issues. * Ability to analyze and evaluate problems and issues at strategic levels. * Ability to translate policies, ordinances, etc. into PW context and implement as appropriate, understands the origin and reasoning behind key policies, practices, and procedures, and understands the culture of the organization.

Reports To: Director, Business Administration Public Works
Supervises: Aide to Director, Web Content Specialist, and Office Support Specialists.
