STV is seeking a PMO Technology Leader to provide strategic direction and leadership for digital initiatives across Florida's Turnpike Operations' (FTE) transportation and infrastructure program. This is an in-client office role, requiring close collaboration with FTE and GEC leadership, client stakeholders, and delivery teams. The role goes beyond project execution. This person will shape the digital vision, guide adoption strategies, and act as an FTE trusted advisor on how technology can transform program outcomes. The ideal candidate has experience in technology program management, Intelligent Transportation Systems (ITS), data-driven decision-making, and vendor oversight within infrastructure or transportation. Responsibilities Strategic Leadership & Roadmap
- Lead and communicate the digital vision for the program, aligning pilots, data initiatives, and vendor strategies with long-term objectives.
- Shape and oversee the digital adoption roadmap, ensuring initiatives support broader PMO transformation goals.
- Represent technology strategy in leadership forums, advising executives on the role of digital tools in achieving program outcomes.
Technology Program & Pilot Management
- Lead the planning, execution, and evaluation of technology pilots and initiatives.
- Direct internal and external teams to drive adoption, manage risks, and deliver measurable outcomes.
- Establish KPIs and performance measures to guide decisions on scaling solutions.
- Capture lessons learned and formalize best practices for future deployments.
Innovation & Change Management
- Identify and assess emerging technologies for potential program application.
- Champion a culture of innovation within the PMO, empowering staff to adopt and adapt to new tools and processes.
- Guide leadership on organizational impacts of digital adoption, including process reengineering and workforce development.
Vendor & Stakeholder Partnerships
- Lead vendor relationships as strategic partnerships, ensuring contract performance and alignment with program goals.
- Act as a bridge between technical teams, client leadership, and partner organizations.
- Facilitate decision-making forums that connect strategy, operations, and technology adoption.
Data & Insights
- Direct analytics efforts to transform pilot data into decision-ready insights for leadership.
- Guide the development of dashboards and reporting platforms that inform program performance and innovation opportunities.
- Align data governance and integration practices with client and industry standards.
Collaboration with STV's Digital Advisory
- Partner with the STV' s Digital Advisory team to align program activities with the broader digital strategy.
- Translate STV's Digital Advisory's vision, governance frameworks, and standards into actionable initiatives within the PMO.
- Provide feedback and insights from pilots and program activities that help shape and evolve strategy.
- Act as a visible technology leader within the PMO, connecting program-wide strategy to the realities of execution, adoption, and cultural change.
- Lead pilot projects, vendor engagements, and technology initiatives with autonomy, while contributing to a cohesive overall strategy alongside STV Digital Advisory.
What You Bring:
- 15+ years of experience in ITS Advisory, project management, technology consulting, or related digital leadership roles.
- Bachelor's degree in a related field (e.g., Engineering, Information Systems); advanced degree preferred.
- Proven ability to set digital strategy and influence adoption across complex programs.
- Experience managing technology vendors, contracts, and KPIs at the program level.
- Strong background in program/project management, including scheduling, budgets, and reporting.
- Understanding of procurement processes and public-sector contracting.
- Experience with ITS, mobility, and transportation technologies.
- Experience with AI, predictive analytics, or emerging technologies is a plus.
- Familiarity with data governance standards in infrastructure/transportation.
- Adept at influencing, mentoring, and aligning multidisciplinary teams.
- Excellent communication skills with the ability to present ideas clearly to senior leadership and external stakeholders.
- Willingness to travel for client engagements, workshops, and business development.
Compensation Range: $113,750.37 - $151,667.16
