The National Security Sector at Leidos currently has an opening for a Program Manager leading the Defense Intelligence Agency (DIA) DOMEX Data Discovery Platform (D3P) program in our customer's Bethesda, MD office. This is an exciting opportunity to lead the Leidos Team and subcontractors in the multi-year design, development, and delivery of the D3P data fusion, exploitation, and enrichment platform in support of the National Media Exploitation Center (NMEC) and the entire Defense Intelligence Enterprise (DIE). D3P is a next generation AI/ML-ops pipeline platform providing cutting edge data enrichment, triage, and analytics capabilities to Defense and Intelligence Community member, and has transformed the use of DOMEX data across the DIE. Beyond D3P, program responsibilities include mission-focused biometric facial, speech, and video analytic applications, as well as enterprise workflow modernization. D3P and related solutions will continue to advance the state of the art in mission-focused, scalable data integration and analytics following a robust quarterly Agile SAFe release cycle, and will extending the architecture to support DIA(S&T) OSINT, DOMEX, MASINT, Cyber, and other data sources. As our Program Manager, you will be providing oversight and leadership of all Leidos and subordinate contract staff who will be executing across Systems Engineering, Software Development, DevOps, Cloud Infrastructure, AI/ML integration, Data Science, and User Experience teams. Leidos personnel supporting this effort may operate out of Bethesda, MD and Reston, VA government facilities.

As our Program Manager, you will be providing programmatic leadership and management to D3P solution architects and product owners Order leads in our Bethesda, MD office. You will work closely with architects, systems engineers, software and data engineers, and data scientists on the following key tasks:

  • Responsible for the successful cost, schedule, and performance of the D3P and related NMEC solution Task Orders

  • Serve as the main Digital Exploitation solutions point of contact for Government Technical Points of Contact (TPOCs) and Leidos DOMEX Technology Platform PMO

  • Directly contribute to program efforts in cost management/avoidance, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities

  • Ensure proper performance of tasks necessary to ensure quality, timeliness, and the most efficient and effective execution of the contract

  • Develops and maintains program management documentation, including, Service Asset and Configuration management, change management, capacity management, availability management, and Service Level management documentation

  • Attend design sessions and provide programmatic input considering program priorities and product roadmap

  • Support Product Owners overseeing the resolution of technical and management issues that adversely impact successful product delivery

To be successful in this role you need these skills (required):

  • BS in Engineering, Computer Science, Systems Engineering, or related field or equivalent experience with 8+ years in software development, technology management, system engineering or related field. 6+ years of experience with Master's degree.

  • PMP or equivalent certification

  • Must have an active Top Secret/SCI and the ability to obtain a Polygraph

  • Scaled Agile Framework certification (SAFe Agilist or other). Experience leading key Agile processes and techniques

  • Experience with system architecture design and creating product roadmaps

  • Experience in procurement support, including support to the development of customer needs statements, Requests ' for Information (RFIs) , Requests for Proposals (RFPs) , and coordination of procurement and delivery schedules.

  • Experience with integration, deployment, and operationalization of AI/ML applications and services.

  • Management of large, complex teams. Ability to work inclusively with people from many different disciplines with varying degrees of technical experience

  • Excellent verbal and written communication skills.

  • Ability to multi-task, work, and establish positive customer relationships in a dynamic, fast-pace environment.

  • Experience with implementing and managing information systems through DoD/IC Risk Management Framework (RMF) processes and authorization

  • Familiarity with Intelligence Community TCPED processes and technologies.

  • Demonstrated ability to participate in cross-functional planning, coordination, and task execution.

Preferred Qualifications:

  • ITIL v.3 professional certification

  • Experience with DIA S&T and CIO directorates.

  • Experience with Defense Digital Exploitation and OSINT missions.

  • Familiarity with big data applications and platform service management: Working knowledge of ISO 20000, Control Objectives for Information and Related Technology (COBIT) and IT Service Capability Maturity Model (IT-CMM).

  • Familiarity in software development/coding with programming languages such as Python

  • Familiarity with NMEC and OSIC architecture components to include database systems, Linux Red Hat and Centos environment, Elasticsearch, Kubernetes, Kafka, and Appian

  • Experience with CI/CD pipeline, Gitlab (workflow), JIRA, and Confluence, to include familiarity with CI/CD tools (Jenkins, Bamboo, or equivalent)

  • Familiarity with low-code/no-code technologies such as Appian.
