Job Summary

Develops strategies that result in best-in-class strategic sourcing practices and supplier relationships. Identifies projects to apply sourcing and purchasing/procurement methodology to leverage annual purchase volume and rationalize supplier base to ensure benefits/savings to University. Partners with internal clients and stakeholders to identify sourcing needs; conduct buyer/market profiles; share marketplace trends; develop sourcing strategies; share best practices and define acceptable service levels.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position

  • Bachelor's degree in related area and/or equivalent experience/training
  • Seven (7) years of progressively responsible experience in procurement, strategic sourcing, contract negotiation, supply chain management, hospital operations, and/or finance.
  • Demonstrated experience managing complex, high-value sourcing initiatives (e.g. capital equipment, supplies, technology or specialized services).
  • Demonstrated experience with capital equipment sourcing, value analysis, contracting, and/or lifecycle management.
  • Demonstrated experience with strategic sourcing and value analysis initiatives in a healthcare setting.
  • Experience collaborating with Finance, Facilities, Clinical Engineering and clinical leadership on sourcing and capital planning.
  • Advanced skills in cost/ROI analysis, total cost of ownership (TCO) modeling, and financial planning.
  • Proven ability to independently perform complex financial analyses, including portfolio forecasting and cost avoidance reporting.
  • Ability to manage supplier performance, including score carding, corrective actions and partnership development.
  • In-depth knowledge of UC, state and federal procurement compliance requirements and ability to mitigate sourcing risk.
  • Strong knowledge of healthcare equipment categories (imaging, surgical, monitoring, IT/clinical technologies).
  • Excellent presentation skills.
  • Demonstrated ability to design and execute complex sourcing plans utilizing formal strategic sourcing methodology.
  • Knowledge of procurement systems and processes, including requisition review, purchase order processing and vendor compliance for capital equipment and service agreements.
  • Advanced computer skills, including spreadsheets, word processing, presentation software, electronic mail, and internet tools, with ability to learn new applications.
  • Demonstrated ability to mentor, guide, and develop sourcing staff, fostering professional growth and knowledge sharing.
  • Knowledge of medical terminology and clinical operations, particularly related to medical supplies and equipment for hospital procedural areas, nursing units and clinic locations.
  • Strong knowledge of public procurement principles, competitive bidding processes and contract law.
  • Demonstrated analytical, communication, and negotiation skills.

Preferred Qualifications

  • Professional certification such as CPSM (Certified Professional in Supply Management), CMRP (Certified Materials & Resource Professional) or equivalent.
  • Master's degree in related area and/or equivalent experience/training
  • Ten (10) or more years of progressively responsible experience in procurement, strategic sourcing, contract negotiation, supply chain management, hospital operations, and/or finance within an academic medical center, large health system or similarly complex organization.
  • Demonstrated experience leading capital equipment sourcing, value analysis initiatives or financial planning/analysis in a healthcare setting.
  • Experience with public sector procurement policies, procedures and compliance requirements.
  • Experience shaping sourcing policies and participating in systemwide initiatives or cross campus councils.
  • Experience leading large-scale capital sourcing initiatives within healthcare.
  • Experience with major construction and expansion projects, integrating capital sourcing strategies into project governance.
  • Experience in healthcare procurement, hospital operations or finance, demonstrating familiarity with strategic sourcing, small business requirements and regulations impacting higher education or public institutions.
  • Previous experience participating in or leading product evaluation, value analysis or process improvement committees/workgroups.
  • Familiarity with construction-related procurement and integration of facility expansion into capital planning strategies.
  • Knowledge and application of formal clinical, financial and operational improvement approaches.

Department Overview

The Purchasing Department provides centralized procurement services to support the diverse needs of UC Davis Health. We manage the acquisition of supplies, equipment, and services essential to patient care and operations across UC Davis Medical Center, UC Davis Children's Hospital, Same-Day Surgery Center, Comprehensive Cancer Center, and the Ambulatory Division's 17 Primary Care Clinics. Our scope also extends to major new facilities, including the 48X Outpatient Surgery Center and the Folsom Medical Office Building (FMOB), with additional planning underway for the future Tower expansion. Through strategic sourcing, contract management, and value-driven procurement practices, the department ensures cost-effective, compliant, and timely support of UC Davis Health's mission to deliver world-class care.

Department Specific Job Scope

This position is responsible for developing and executing a long-term, sustainable strategy to reduce non-labor expenses with primary focus on capital equipment sourcing, planning, lifecycle management and value analysis. This role enhances clinical supply chain performance, supports major equipment investments and ensures cost effective procurement that aligns with UC Davis Health's operational, financial and clinical strategies. The incumbent provides expert guidance to leadership and cross-functional stakeholders on sourcing strategy, risk mitigation, supplier performance and market intelligence. In addition to capital, the role contributes to broader strategic sourcing and value analysis initiatives through the evaluation of products, technologies and standards to drive systemwide alignment, patient care quality and operational efficiency.

The position ensures compliant procurement execution for capital equipment and related service agreements, oversees supplier relationship management activities and leads performance monitoring, score carding and corrective action with key vendors. Working across hospital, clinics and service departments, the incumbent will partner with clinical, administrative, facilities and finance stakeholders to evaluate capital requests, standardize platforms and advance organizational goals and objectives.
