Job Summary
Develops strategies that result in best-in-class strategic sourcing practices and supplier relationships. Identifies projects to apply sourcing and purchasing/procurement methodology to leverage annual purchase volume and rationalize supplier base to ensure benefits/savings to University. Partners with internal clients and stakeholders to identify sourcing needs; conduct buyer/market profiles; share marketplace trends; develop sourcing strategies; share best practices and define acceptable service levels. - Bachelor's degree in related area and/or equivalent experience/training.
- 3-5 years progressively responsible procurement, sourcing or contract management experience in a large, complex organization.
- Experience managing competitive solicitations (RFP, RFQ, RFI) and vendor negotiations through contract award.
- Direct experience with purchased services contracting (staffing, professional services or facilities/operational support).
- Procurement & Contracting Knowledge: Thorough understanding of UC procurement policies (BUS-43, UC Terms & Conditions), California public procurement rules and industry standard sourcing practices.
- Purchased Services Expertise: Ability to apply sourcing methodology to staffing and purchased services contracts.
- Strategic Sourcing Skills: Ability to independently conduct solicitations, manage evaluations and negotiate complex contracts.
- Analytical Ability: Proficiency in spend analysis, benchmarking and cost-benefit analysis using ERP and procurement systems.
- Negotiation & Communication: Ability to develop and apply negotiation strategies that achieve favorable outcomes in complex service contracts, while maintaining strong stakeholder relationships.
- Project Management: Ability to lead cross-functional projects, manage timelines and deliver results in a complex healthcare environment.
- Systems Proficiency: Skilled in ERP/MMIS systems (e.g., Infor Lawson), Excel and contract management tools.
- Judgment & Initiative: Ability to exercise independent judgment, solve problems creatively and manage competing priorities.
- Stakeholder Engagement: Strong interpersonal skills to influence, build consensus and resolve conflicts across clinical, operational, and administrative teams.
- Demonstrated success performing cost/price analysis and benchmarking to support sourcing decisions.
- Experience in a policy-driven or regulated environment (e.g. higher ed, healthcare, public sector).
- Track record of engaging diverse stakeholders, including clinical, administrative and executive leaders.
Preferred Qualifications
- Master's degree in related area and/or equivalent experience/training.
- 5+ years of procurement or sourcing experience, with at least 2 years focused on purchased services or staffing contracts.
- Prior experience in healthcare, academic medical center or large public-sector setting.
- Familiarity with UC system procurement policies, GPO agreements and public contracting law.
- Background in contingent workforce contracting, labor regulations and staffing agency negotiations.
- Participation in value analysis, governance or systemwide sourcing initiatives.
- Proficiency with ERP/MMIS systems (Infor Lawson preferred) and spend analytics platforms (GHX, Vizient, ECRI).
- Supplier relationship management experience, including performance reviews and corrective action plans.
- Healthcare Experience: Prior sourcing or procurement experience in a healthcare environment, particularly with clinical purchased services.
- Advanced Analytics: Experience with spend analytics platforms (e.g., ECRI, Vizient, GHX) and market intelligence tools.
- Legal/Compliance Knowledge: Familiarity with HIPAA, data privacy terms and regulatory requirements impacting staffing and services contracts.
- Change Management: Ability to support organizational change efforts, such as service conversions or vendor transitions, while minimizing disruption.
- Certifications: CPSM (Certified Professional in Supply Management), CMRP (Certified Materials & Resource Professional) or equivalent.
- Leadership & Mentorship: Experience mentoring junior staff or leading stakeholder working groups.

Department Overview The Purchasing Department provides centralized procurement services to support the diverse needs of UC Davis Health. We manage the acquisition of supplies, equipment, and services essential to patient care and operations across UC Davis Medical Center, UC Davis Children's Hospital, Same-Day Surgery Center, Comprehensive Cancer Center, and the Ambulatory Division's 17 Primary Care Clinics. Our scope also extends to major new facilities, including the 48X Outpatient Surgery Center and the Folsom Medical Office Building (FMOB), with additional planning underway for the future Tower expansion. Through strategic sourcing, contract management, and value-driven procurement practices, the department ensures cost-effective, compliant, and timely support of UC Davis Health's mission to deliver world-class care. Department Specific Job Scope The Strategic Sourcing Professional 3 plays a key role in UC Davis Health's Purchasing Department by independently managing complex sourcing and contracting initiatives across multiple categories, with a primary focus on purchased services which includes contingent staffing, professional services and operational support contracts. The incumbent develops sourcing strategies, conducts solicitations, negotiates agreements and ensures supplier performance in alignment with UC Davis Health's operational, financial, and compliance objectives. The position also provides sourcing support for other categories (supplies, equipment, technology and specialty services) as organizational needs arise.
This role requires advanced knowledge of procurement principles, strong analytical and negotiation skills and the ability to work collaboratively with clinical, administrative and operational stakeholders. The position independently manages a diverse workload of strategic sourcing projects, contract renewals and cost-savings initiatives, ensuring compliance with UC policy, public procurement law and systemwide agreements.
