Job Summary

The Director of Employee Relations is a key leader within the District Human Resources team responsible for promoting a supportive and legally compliant workplace culture. This role will provide strategic and operational leadership in managing employee relations across a diverse employee population, including faculty and staff. The Director will lead efforts to ensure fair and consistent practices, oversee complex workplace investigations, and support leadership development through training and coaching on employment matters.

Essential Functions

20% - Lead and provide a strategic framework for the District's employee relations function, providing expert guidance on conflict resolution, performance management, policy interpretation, and disciplinary actions. Ensure institutional compliance with relevant federal, state, and local labor and employment laws (e.g., Title VII, ADA, FMLA, FLSA, Title IX).

20% - Provides vision, leadership, planning, project coordination, and management for the development and facilitation of effective employee relations operations to meet current and future business demands and needs. Leads, develops, and evaluates employee relations staff.

20% - Oversee investigations into employee complaints and management concerns involving discrimination, harassment, misconduct, and policy violations, ensuring neutrality, thoroughness, and compliance with legal and institutional requirements. Oversee a centralized case management system for investigation matters.

20% - Serve as a key advisor to supervisors and managers, helping navigate complex employee issues with fairness, consistency, and empathy. Collaborate with stakeholders, including Legal Counsel, to ensure alignment of employee relations strategies with institutional priorities and legal compliance. Manage and oversee the resolution of escalated issues, and oversee a centralized case management system for employee relations issues.

10% - Design and deliver training programs and resources for leaders, supervisors, and HR professionals on topics such as conflict resolution, corrective action, performance management, and respectful workplace behavior.

10% - Monitor trends in employee relations issues and collaborate with leadership to develop proactive strategies and programs. Researches and implements industry standards, trends, best practices, and emerging technologies. Creates and analyzes ad hoc reports for leadership.

Minimum Qualifications

Bachelor's degree from a regionally accredited institution and six (6) years of work experience in human resources, which includes the administration, analyses, and/or support of employee relations projects, programs, and/or initiatives. At least two (2) years of the required experience must be in a supervisory or management role.

An equivalent combination of the education and/or experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

1. Experience performing employee relations work within MCCCCD.
2. Experience performing employee relations in higher education.
3. Experience utilizing a case management system.
4. Current possession of PHR/SPHR, SHRM-CP/SCP, or similar HR certification..
5. Experience designing and delivering ER-related training for HR professionals and leaders.
6. Experience conducting or overseeing complex, sensitive workplace investigations.

Special Working Conditions

Work is routinely performed in an indoor, office environment. Some work may involve occasional outdoor environments with exposure to a variety of weather conditions, including rain, wind, dust, cold temperatures and extreme desert heat. Work may involve high internal and/or external visibility.

Work may involve travel to various locations throughout the District.

The Maricopa Community College District has functions that operate 24 hours per day, seven (7) days per week, 365 days per year. While a typical schedule consists of normal working hours during the week, due to the work associated with this classification, work during nights, weekends, holidays, or otherwise non-standard work times may occasionally be required.
