Responsibilities
Sabre Systems is currently recruiting for a Senior Rotary Training Aircraft Program Analyst to support the Naval Undergraduate Flight Training Systems Program Office (PMA 273) at Patuxent River Naval Air Station in Lexington Park, MD. PMA-273 is responsible for managing the aircraft, simulators, and associated systems that support the U.S. Navy's undergraduate pilot training pipeline. This Program Office's purview includes the acquisition, development and maintenance of six trainer aircraft: TH-73 Thrasher, T-44 Pegasus, T-45 Goshawk, T-6 Texan II, and T-54A Marlin II. These aircraft and programs also include related simulator suites, academic materials, computer-based training integration systems and contractor logistics support. The selected candidate will be responsible for but not limited to:
- Provide senior-level comprehensive oversight and support of aircraft and engine readiness across all maintenance levels, ensuring asset availability to meet Commander, Naval Air Training Command (CNATRA) training requirements.
- Serve as a primary liaison with CNATRA, NAVAIR, Training Air Wings, and senior stakeholders to validate data, resolve systemic issues, and align operational priorities.
- Lead high-level analysis of readiness reports, maintenance data, and contractor performance, driving strategic corrective actions and long-term sustainment solutions.
- Continually monitor aircraft readiness and production utilizing reports and evaluating Naval Maintenance Optimized Organizational Maintenance Activity (OOMA) to ensure contractual requirements were met and all maintenance was performed in accordance with published instructions.
- Direct the planning and scheduling of inspections, depot inductions, engine overhauls, and lifecycle management activities, ensuring alignment with Navy standards and mission objectives.
- Deliver authoritative readiness briefs and recommendations to senior leadership, including Flag Officers, influencing decision-making and shaping future program direction.
- Analyzes program requirements, status, budget, and schedules.
- Performs program management, technical, or business case analyses.
- Participates as a member of and/or supports the specified Program and Integrated Product Teams (IPTs).
- Collects, completes, organizes, and interprets technical data and financial information relating to aircraft acquisition and product programs.
- Tracks program/project status and schedules.
- Applies policies and procedures for financial planning.
- Must perform program management, technical, or business analysis tasking related to weapon systems acquisition, and lifecycle management.
- Experience with SECNAV, OPNAV, and OSD policy and documentation related to PPBS, Military Interdepartmental Procurement Requests (MIPR), Work Requests, Requisitions, CDRLs, and DD Form 254 (as specified in the DoD 5000 series) is required.
Qualifications
Requirements:
- Education: Must hold a Business, Management, Technical or Scientific MS or MA degree from an accredited college or university. ALLOWABLE SUBSTITUTION: Must hold a Business, Management, Technical or Scientific BS or BA degree from an accredited college or university and have an additional four (4) years of recent and relevant experience.
- Minimum years of experience: Must have at least ten (10) years of recent and relevant experience in a program management, technical or business analysis discipline related to weapon systems acquisition and life cycle management. Must have a minimum of six (6) years out of the previous ten (10) years of recent and relevant experience related to analysis and planning. Must have experience processing program acquisition, funding, and contract documentation for military programs. Must have demonstrated experience in program/project management support, earned value management, and scheduling.

- Deliver authoritative readiness briefs and recommendations to senior leadership, including Flag Officers, influencing decision-making and shaping future program direction.
- Must have or be able to obtain an active DoD Secret Clearance or higher.
- Must be a U.S. Citizen.
