THE POSITION

The Department of Land Use and Transportation is seeking an Operations Superintendent to join our Operations and Maintenance Division to lead a skilled road crew committed to maintaining the infrastructure that keeps Washington County moving. The Division's core mission includes managing and maintaining about 1,300 centerline miles of roadway. This includes the maintenance of roadway surfaces, bridge structures, drainage systems, traffic control devices (signs and pavement markings), and roadside vegetation. The Operations Superintendent will oversee a supervisory staff that takes a lead role in scheduling and resourcing the road crew.

The Position
The Operations Superintendent manages the road crews and support staff of 65 team members and directly supervises five (5) crew supervisors who provide 24/7 coverage for planned and emergent road maintenance needs. They are responsible for planning, organizing, and supervising a road maintenance program with a budget of approximately $19 million spanning the urban and rural areas serving over 600,000 community members in a county that is 727 square miles. The Operations Superintendent also manages a variety of office activities and collaborates with other work groups such as Traffic Engineering, Capital Project Services, Risk Management, Human Resources, the Sheriff's Office and other state and local agencies throughout the region.

The ideal candidate is a proven leader with experience in road operations, maintenance, and construction, including managing represented staff and complex field projects. They bring strong skills in budgeting, resource management, safety compliance, and emergency response, while fostering collaboration. Excellent communication, problem-solving, and organizational abilities are essential, along with a commitment to safety, efficiency, and team performance

MINIMUM QUALIFICATIONS

Education and Experience:
A Bachelor's degree in Civil Engineering, Construction Engineering, Construction Management, or a related field: AND (4) years of increasingly responsible experience in work experience in road construction and/or maintenance, which also includes at least and/or heavy equipment repair which includes at least two (2) years' of experience supervising other service level technicians and mechanics. OR
An Associate's degree in Civil Engineering, Construction Engineering, Construction Management, or a related field: AND (6) years of increasingly responsible work experience in road construction and/or maintenance, which also includes at least two (2) years' experience supervising maintenance workers, OR
A HS Diploma/GED AND (8) years of increasingly responsible experience in road constructions and/or road maintenance, which also includes at least two (2) years' experience supervising maintenance workers.

  • Must possess a driver's license valid in the State of Oregon and have an acceptable driving record.

  6. Post-Offer Check: The final candidate will require to successfully clear a third-party background check as a pre-employment condition. If offered for a bilingual position, additional oral and written bilingual proficiency tests are required.
  7. Start Date: A start date will be determined after all pre-employment condition(s) have been met.
