As part of the Energy, Resilience and Sustainability (ERS) Division, you will collaborate with experts to provide comprehensive policy, planning, and implementation services to deliver solutions that address critical infrastructure resilience and security, and data management issues and support the military mission, while reducing environmental impacts. The ERS Division is seeking a highly motivated and qualified technical specialist with experience in water system operations, facility infrastructure, and resilience planning. This early-to-mid career role offers the opportunity to evaluate water system vulnerabilities, assess impacts on mission-critical operations, and support federal resilience planning efforts. The position blends hands-on technical analysis, risk assessment, and client-facing activities. In this role, candidates will focus on assessing water system vulnerabilities, particularly how disruptions impact mission-critical operations, including heating, cooling, and climate control systems. The role will support site assessments, risk analyses, and tabletop exercises to strengthen federal water resilience planning. This is a hybrid position located in the Washington, D.C area, with the flexibility to work from home while participating in some in-person client and team discussions at or near our s Crystal City office. Candidates must be in the Washington, DC area or willing to relocate. Recurring in-office work may be required at the the office (e.g., every Monday) at client direction. This role provides a unique opportunity to develop expertise at the intersection of water system operations, facility resilience, and mission assurance-key areas for ensuring the security and sustainability of government and defense infrastructure.

Key Responsibilities:


  • Support the evaluation of water treatment, distribution, and storage systems at military installations or federal facilities.
  • Assess how water supply interruptions could impact mission-critical systems and identify vulnerabilities related to water quality, redundancy, and emergency response.
  • Analyze interdependencies between water supply systems and facility infrastructure, including energy use and emergency backup systems operations.
  • Serve as a technical resource during tabletop exercises and resilience planning workshops at military installations.
  • Support facility assessments related to compliance with federal water security and resilience requirements, including American Water Infrastructure Act (AWIA) risk and resilience assessments and DoD-specific resilience guidance.
  • Document findings and support stakeholder engagements with clear, actionable recommendations.
  • Develop and maintain strong client relationships.

Basic Qualifications:


  • Bachelor's degree in Civil Engineering, Environmental Science, Water Resources, Mechanical Engineering, or a related field plus 2-4 years of relevant experience in water utility operations, facility infrastructure management, or water resilience planning.
  • Robust understanding of water treatment, storage, and distribution systems.
  • Familiarity with facility infrastructure systems that depend on water supply, such as HVAC, cooling towers, and fire suppression.
  • Experience with GIS tools (e.g., ArcPro) and the ability to interpret and communicate data effectively
  • Geospatial information systems use (such as ArcPro) and data interpretation and communication.
  • Detail-oriented, organized, and able to work independently and in teams.
  • Strong communication and technical writing skills to document findings and support stakeholder engagements.
  • Ability to obtain and maintain a Department of Defense (DoD) Common Access Card (CAC).
  • Ability to obtain and maintain as US Government Secret security clearance.

Preferred Qualifications:


  • Active Secret clearance.
  • Engineer-in-Training certification, Water Operator License, or coursework in water infrastructure resilience.
  • Knowledge of emergency response planning and risk analysis.
  • Proven experience supporting military installations.
