Responsibilities
ECS's Environmental team is seeking a Business Development Specialist / Proposal Specialist to support the pursuit of large-scale remediation projects. This role will focus on reviewing solicitations, preparing proposals, and developing cost estimates that position ECS to win complex remediation work across federal, state, and private sectors.
Key Responsibilities Proposal Management
- Lead the preparation of technical and cost proposals for remediation projects.
- Review solicitations (RFPs, RFQs, bids) for scope, requirements, and compliance issues.
- Write, edit, and format proposal sections including project approaches, resumes, qualifications, and past performance.
- Develop proposal schedules, track milestones, and manage deliverables to ensure timely submission.
- Maintain proposal templates, boilerplate content, and remediation project experience database.
Estimating & Cost Development
- Review project specifications and prepare preliminary cost estimates for remediation systems, treatment design, tank removal, and other ECS remediation services.
- Collaborate with project managers and technical staff to ensure estimates reflect accurate scope and approach.
- Support development of pricing strategies that align with project requirements and client expectations.
Opportunity Support
- Monitor bid sites and market intelligence for remediation opportunities.
- Coordinate internally with service line leaders and project managers to qualify and prioritize pursuits.
- Assist in maintaining client and project databases for business development tracking.
Qualifications
Qualifications & Skills
- Bachelor's degree in Environmental Science, Engineering, Construction Management, Business, or related field.
- Have 3 or more years of experience in environmental consulting, remediation estimating, or proposal development.
- Familiarity with price estimating, proposal preparation, lead generation, and bid site search optimization.
- Strong technical writing and editing skills.
- Ability to interpret specifications and translate them into actionable proposal and cost documents.
- Excellent organizational and project management skills; proven ability to juggle multiple deadlines.
- Proficiency with MS Office (Word, Excel, PowerPoint); estimating or proposal software a plus.
- Collaborative team player with strong communication skills across technical and business development staff.
