Summary:

CONS GC is part of a Native Hawaiian Organization-owned federal contractor delivering NAVFAC and other DoD agency projects across the nation. We are recognized for safety, quality, and our ability to perform in restricted and mission-critical environments. Our Job Order Contract (JOC) portfolio at NSB Kings Bay requires highly adaptable leaders who can wear multiple hats, ensuring projects are delivered safely, on schedule, and to the highest standards.

We are seeking an experienced construction professional capable of serving as Superintendent, Quality Control Manager (QCM), and Site Safety & Health Officer (SSHO) as needed for task orders under our JOC contract at NSB Kings Bay, Georgia. This hybrid role requires deep federal construction experience, the ability to adapt quickly, and proven success managing safety, quality, and field execution simultaneously.

Because of the sensitive nature of work at NSB Kings Bay, the ideal candidate will have prior experience in restricted access areas at submarine bases or equivalent facilities.

A current or active Secret Security Clearance is highly desired.

DUTIES AND RESPONSIBILITIES:




  • As Superintendent: Oversee daily field operations, manage subcontractors, enforce schedules, and ensure quality workmanship.



  • As QCM: Implement the project QC plan, manage the Three Phases of Control, review submittals and testing, and maintain NAVFAC-required documentation.



  • As SSHO: Lead site safety efforts, enforce APP and AHAs, conduct daily safety inspections, and ensure full compliance with EM 385-1-1 and OSHA requirements.



  • Serve as the government's primary point of contact for field operations, safety, and quality as designated.



  • Coordinate closely with project managers, subcontractors, and NAVFAC representatives to deliver safe, high-quality, and on-time projects.



  • As required, enforce compliance with SWFLANT badging and access requirements for yourself and all personnel on site.




Required Criteria for Consideration:

All uncleared personnel entering restricted areas are subject to additional NCIC checks. The following are disqualifying criteria for access:




  1. Any federal or state felony conviction, including general court-martial convictions, regardless of date.



  2. Any federal or state misdemeanor conviction for a violent offense (weapons/firearms, assault, battery, sexual assault/abuse, domestic violence, robbery, burglary, arson, theft, etc.), regardless of date.



  3. Any pending adjudication for federal, state, or local misdemeanor or felony arrests/charges.



  4. Two or more separate non-violent misdemeanor convictions within the last 24 months.



  5. Any discharge from the U.S. Armed Forces that is not honorable or general under honorable conditions.




Candidates must be able to meet these requirements for access to restricted areas at NSB Kings Bay.

QUALIFICATIONS:




  • High school diploma required; Bachelor's in Construction Management, Engineering, or Safety preferred.



  • 7+ years of federal construction experience, with proven success in supervisory, quality, and safety roles.



  • Completion of the NAVFAC/USACE Construction Quality Management for Contractors (CQM-C) course (required).



  • Completion of the NAVFAC/USACE EM 385-1-1 40-hour training (required).



  • Completion of the OSHA 30-hour Construction Safety course (required).



  • CPR/First Aid certification (must be current).



  • Active or previously held Secret clearance (preferred).



  • Strong knowledge of NAVFAC specifications, EM 385-1-1, and federal construction practices.



  • Excellent leadership, communication, and multitasking skills.
